Through research on relevant domestic and international literature, as well as questionnaire surveys and field interviews, it has been found that the defense mobilization mechanisms in higher vocational colleges suffer from issues such as unscientific organizational management, irrational resource allocation, and inadequate publicity and education. The defense mobilization mechanisms in higher vocational colleges need further improvement and innovation, including the establishment of sound organizational management systems, rational allocation of resources, and increased efforts in publicity and education, to adapt to the changing national security situation and the development needs of higher vocational colleges, thereby making a greater contribution to the overall national security.

The report of the 20th National Congress of the Party states: "It is imperative to unswervingly implement the overall national security concept, integrating the maintenance of national security into all aspects and throughout the entire process of Party and state work, ensuring national security and social stability." The overall national security concept serves as the fundamental guideline and action directive for China's national security work in the new era. Fully understanding the connotation and basic principles of the national security concept in the new era is of great significance for vocational colleges to effectively carry out national defense mobilization work.

In recent years, the international situation has become increasingly uncertain and complex, presenting new challenges and tests for national security. Against this backdrop, the state has proposed a new holistic security concept, emphasizing that national security is an integrated whole, not only encompassing military security but also relating to various fields such as politics, economy, culture, and society. As one of the primary institutions for cultivating technical and skilled talents, higher vocational colleges should align their national defense mobilization efforts with the holistic national security concept, making a positive contribution to national security.

This article aims to explore the national defense mobilization work mechanism under the overall national security concept, providing theoretical guidance for optimizing national defense mobilization efforts.

Through the methods of questionnaire surveys and semi-structured interviews, it was found that there are some major issues in the implementation of the current defense mobilization mechanisms in higher vocational colleges, including inadequate organizational management, irrational allocation of mobilization resources, and inadequate propaganda and education. Based on an in-depth analysis of the collected data, corresponding improvement measures were proposed, aiming to further optimize the defense mobilization mechanisms in higher vocational colleges and enhance their effectiveness.

I. Theoretical Foundations of the National Defense Mobilization Mechanism

(1) Definition and Tasks of National Defense Mobilization Work in Higher Vocational Colleges

The defense mobilization work in higher vocational colleges refers to a series of activities where these institutions, in alignment with national defense needs within the national security strategy, conduct relevant education, training, and mobilization efforts. The objective is to cultivate and select talents with high-level technical skills, thereby providing a solid reserve force for national security and defense construction.

Using the Wenjuanxing system, questionnaires were distributed to faculty and students currently enrolled in higher vocational colleges, employing a random sampling survey method. Effective questionnaires were collected, with teachers accounting for %, male students for %, female students for %, first-year students for %, second-year students for %, and third-year students for %. Therefore, the random sample was relatively dispersed and had a certain degree of representativeness.
