Industrial workers are the main force of the working class, the backbone of creating social wealth, and the core force in implementing the innovation-driven development strategy and accelerating the construction of a manufacturing powerhouse. To further advance the reform of the construction of the industrial workforce, the following opinions are proposed.
I. General Requirements
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the second and third plenary sessions of the 20th Central Committee, deeply implement Xi Jinping's important expositions on the working class and trade union work, uphold and strengthen the Party's comprehensive leadership, adhere to the fundamental policy of wholeheartedly relying on the working class, profoundly understand the decisive significance of the "Two Establishments," enhance the "Four Consciousnesses," strengthen the "Four Confidences," and achieve the "Two Upholds," persist in systematic thinking, problem orientation, and maintaining integrity while innovating, deepen the reform of the construction of the industrial workforce, and unite and guide industrial workers to play a main force role in the modernization of Chinese-style socialism.
The primary objective is: Through deepening the reform of the construction of the industrial workforce, ideological and political guidance will become more solid, with industrial workers more firmly believing in and following the Party's leadership, their passion and motivation for entrepreneurship and innovation will surge, their status as masters of their own affairs will become more prominent, and their sense of achievement, gain, and happiness will further enhance. The social atmosphere that honors labor, values skills, and celebrates creation will become more intense. The overall quality of industrial workers will significantly improve, with more master craftsmen and highly skilled talents emerging, and the ranks of knowledge-based, skilled, and innovative industrial workers will continue to grow. By the target year, it is planned to cultivate and train around master craftsmen at the national level, around provincial craftsmen, and around city-level craftsmen. Leading with the cultivation of more master craftsmen and various levels of craftsmen, we aim to drive the construction of a top-tier industrial technical workforce, providing strong talent and skill support for comprehensively advancing the nation's construction and the great rejuvenation of the Chinese nation through Chinese-style modernization.
II. Strengthen ideological and political guidance, unite and lead industrial workers to steadfastly follow the Party's words and follow its lead.
(1) Continuously strengthen the ideological and political work among industrial workers. Persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to solidify the hearts and minds of the masses, promote the innovative theories of the Party to take root among industrial workers, combine practical efforts to guide online ideological and political work, continuously focus on thematic propaganda and education, and conduct universal rotation training. Encourage and support master craftsmen and highly skilled talents to participate in national conditions research, encourage and support industrial workers to join the Young Marxists Training Project, deepen the education of core socialist values, and build a solid ideological foundation for unity and struggle.
(2) Strengthen the Party building work within the industrial worker ranks. Enhance the construction of Party organizations within enterprises. Strengthen Party building work in new economic organizations and new employment groups, timely and effectively expanding the Party's organizational and work coverage. Continue to address the issue of Party member vacancies in state-owned enterprise work teams. Strengthen the development of Party members among industrial workers, focusing on cultivating production and operation backbone into Party members.
(III) Vigorously promote the spirit of model workers, the spirit of labor, and the spirit of craftsmanship. Implement the theme publicity and education of "Chinese Dream, Labor Beauty." Increase the publicity efforts for industrial workers in the selection of labor models, May 1st Labor Medals, May 4th Youth Medals, March 8th Red Banner Bearers, and other awards. Deeply carry out the "Model Workers and Craftsmen Enter Schools" initiative, incorporate the spirit of model workers, the spirit of labor, and the spirit of craftsmanship into the ideological and political education system, support the establishment of part-time counselors from model workers and craftsmen in primary and secondary schools, open "Model Workers and Craftsmen Lectures" in vocational schools (including technical colleges, the same below), and set up part-time mentors from model workers and craftsmen in higher education institutions. Organize publicity activities for model workers and craftsmen to enter enterprises, communities, and government agencies.
III. Develop whole-process people's democracy, ensuring the master status of industrial workers
(IV) Implement the system for industrial workers to participate in national governance. Implement the institutional arrangements to ensure the master status of industrial workers. Organize education and training for industrial workers among the delegates to the Party's National Congress and members of its committees, deputies to the People's Congresses, members of the Political Consultative Conference, and delegates and members of committees of mass organizations. (VI) Strengthen the mechanisms for consultation and coordination in labor relations. Fully implement the labor contract system, promote collective bargaining and collective contract systems. Establish and improve the tripartite committees for labor relations coordination at all levels, leverage the role of the national tripartite mechanism for labor relations coordination, the joint meeting system between local governments and trade unions at the same level, and include the reform of the construction of industrial worker teams in important agendas. Improve the governance mechanisms for labor relations at the grassroots level, enhance the level of labor relations public services, and carry out standardized work on national grassroots labor relations public service sites. Promote the high-quality development and reform and innovation pilot projects for harmonious labor relations in regions. Actively advance the construction of harmonious labor relations in industries, enterprises, and industrial parks.
(7) Strengthen the publicity and guidance on the master status of industrial workers. Mainstream media should increase efforts in promoting the master status of industrial workers, create and produce more outstanding literary, artistic, online audio-visual, and film and television works that reflect the spirit of industrial workers, and foster a social atmosphere that reveres model workers, respects labor, and honors craftsmanship.
IV. Adapt to the needs of new industrialization development, improve the skill formation system for industrial workers.
(VIII) Promote the high-quality development of modern vocational education. Accelerate the construction of a vocational education system that integrates vocational and general education with industry and education. Adhere to the principles of promoting industry through education, supporting education through industry, integrating industry and education, and collaborating between industry and academia. Cultivate a number of industry-leading enterprises with integrated industry and education, and create a number of core courses, high-quality textbooks, teacher teams, and practical projects. Implement the Modern Vocational Education Quality Improvement Plan and the Vocational School Teacher Quality Improvement Plan, supporting master craftsmen and highly skilled talents to serve as practical training teachers in vocational schools. Enhance the conditions and teaching capabilities of schools, and establish a number of vocational schools with higher international standards.
(IX) Strengthen the cultivation of interdisciplinary technical and skilled talents. Improve the lifelong vocational skills training system for industrial workers, and cultivate urgently needed talents for the development of new quality productivity and high-quality development. Implement vigorously the Skills China Initiative, the Special Training Program for On-site Engineers in Vocational Education, and the Youth Skills Talent Forging Action, comprehensively advancing the integrated skills training model that combines work and learning.
(Ten) Implement the responsibility of enterprises in cultivating industrial workers. Build a skill talent training system with enterprises as the main body, vocational schools as the foundation, government promotion, social support, and trade union participation. Encourage large enterprises to formulate skill talent development strategies, improve industrial worker training systems, and actively carry out public vocational skill training. Enterprises should fully extract and use employee education funds in accordance with regulations, ensuring that more than % is used for the education and training of frontline employees. Leverage the role of trade union systems, industry associations, and social training institutions to assist small and medium-sized enterprises in conducting skill training.
(Eleven) Promote the knowledge renewal and academic advancement of industrial workers. Implement continuing education programs for industrial workers, encourage more colleges and open universities to offer academic education classes and advanced training courses for model workers, craftsmen, and highly skilled talents, and organize innovation training camps for model workers and craftsmen. Continuously deepen overseas training and international exchange activities for model workers, craftsmen, and highly skilled talents. Leverage the role of national smart education platforms for vocational education. Build a national intelligent skill learning platform for industrial workers. Fully utilize the functions of social welfare sites such as workers' cultural palaces to provide inclusive and universal skill training services for migrant workers and new-form employment workers.
V. Establish a sound professional development system to promote the growth and talent development of industrial workers.
(Twelve) Unblock the upward development channels for industrial workers. Establish a skill talent evaluation system that is oriented towards innovation capability, quality, effectiveness, and contribution, emphasizing the cultivation of the spirit of labor models, the spirit of labor, the spirit of craftsmanship, and the development of professional ethics. Integrate master craftsmen and highly skilled talents into the overall arrangement of Party-managed talents for comprehensive consideration, and support local governments in including urgently needed and scarce skilled talents in their talent introduction catalogs. Deeply implement the quality improvement and expansion action for vocational skill level certification. Improve the "New Eight-Level Worker" vocational skill level system.
(Thirteen) Establish a mechanism for horizontal development of industrial workers. Guide enterprises to establish and improve career guidance plans for industrial workers. Promote the conversion and mutual recognition of learning outcomes in academic education, non-academic education, and vocational skill levels. Establish a two-way comparison and recognition system between vocational qualifications, vocational skill levels, and corresponding professional titles and academic qualifications, and improve the long-term mechanism for the integration of professional technical positions, management positions, and skill positions.
Six, safeguard labor economic rights and interests, enhance the sense of achievement, gain, and happiness among industrial workers.
(XIV) Increase the economic income of industrial workers. Adhere to the principles of more pay for more work, more pay for higher skills, and more pay for innovation, further improve the income distribution system, and increase the proportion of labor remuneration in primary distribution. Improve the mechanisms for determining, reasonably increasing, and ensuring the payment of wages for industrial workers, and establish a policy system for distribution according to factors. Take multiple measures to promote enterprises in establishing a skill-based compensation system based on job value, competency, innovation, and performance contribution. Focus on wage collective negotiations to improve the compensation for skilled talents, and explore the implementation of annual salary systems, negotiated salary systems, and equity incentives for master craftsmen and highly skilled talents. Guide regions with the conditions to release wage price information classified by occupation (type, position), and skill level.
(Fifteen) Strengthening service guarantees for industrial workers. Establish electronic archives for industrial workers based on social security cards, achieving interconnection and sharing of training information with employment and social security information, and enabling one-stop services for all matters online. Urge enterprises to sign written labor contracts with industrial workers. Strictly regulate the use of labor dispatching, ensuring the legitimate rights and interests of workers. Adhere to and develop the "Maple Bridge Experience" of the new era, improve the multi-faceted mechanism for handling labor disputes, and properly resolve conflicts and disputes in the labor field. Strengthen labor protection supervision and law enforcement, enhance coordination with labor and personnel dispute mediation and arbitration, and legally correct illegal and infringing acts in the labor field.
(Sixteen) Effectively safeguard the safety and health rights of industrial workers. Press the responsibility of enterprise safety production, implement the special action to improve the safety skills of employees in high-risk industries, and give full play to the supervisory role of the workers' congress in enterprise safety production. Strengthen labor safety protection for construction projects in high-risk industries. Enhance the prevention and treatment of occupational diseases. Urge enterprises to legally implement work hours and rest and vacation systems, improve and implement the system of industrial workers' recuperation and vacation, and promote the physical and mental health of industrial workers.
(Seventeen) Strengthen the protection and service work for workers in new employment forms. Promote legislation in the field of new employment forms. Fully implement the "One Letter, Two Notices" system for labor law supervision by trade unions, and strengthen oversight over platform companies and their cooperative enterprises in platform-based employment. Actively promote the establishment of trade unions and provide protection and services for workers in new employment forms, ensuring smooth channels for expressing demands and resolving urgent and difficult issues. Improve the social security system for flexible employment, migrant workers, and workers in new employment forms, and expand the pilot program for occupational injury protection for workers in new employment forms. Promote platform companies to establish regular communication and consultation mechanisms with trade unions and representatives of workers.
VII. Building Platforms for Achieving Great Deeds, Leveraging the Mainstay Role of Industrial Workers
(Eighteen) Deeply carry out labor and skill competitions. Around major strategies, major projects, major programs, and key industries, widely organize various levels and forms of competition activities. Continue to host various levels of vocational skill competition events. Support enterprises in conducting diverse forms of labor competitions and skill contests, continuously stimulating the enthusiasm, initiative, and creativity of industrial workers in promoting high-quality development.
(Nineteen) Stimulate the Innovation and Creativity of Industrial Workers. Encourage industrial workers to address practical issues on the job site, and widely carry out technical innovations, technological innovations, technical research, and technical creations, as well as small inventions, creations, reforms, designs, and suggestions in the production process. Improve the system that leverages the role of enterprise teams. Guide and support master craftsmen and highly skilled talents in participating in major technological innovations and scientific research projects. Strengthen the intellectual property protection of industrial workers' innovation achievements and facilitate their applications for national science and technology progress awards.
(Twenty) Play a leading role in demonstration by labor models and skilled talents. Strengthen the construction of platforms such as labor model and craftsman innovation studios, skill master studios, employee innovation studios, and youth innovation pioneer studios. Promote the enhancement of innovation studio construction in specialized and sophisticated small and medium-sized enterprises, as well as specialized and sophisticated "little giants" enterprises. Encourage the development of innovation studio alliances across regions, industries, and enterprises. Implement the "Labor Model and Craftsman Enterprise Assistance" initiative to promote the development of specialized and sophisticated small and medium-sized enterprises.
VIII. Strengthen the industrial worker contingent, continuously consolidate the class foundation and mass base for the Party's long-term governance.
(Twenty-One) Stabilize the workforce in the manufacturing industry. Support manufacturing enterprises in implementing the Manufacturing Skills Foundation Project and the Manufacturing Talent Support Plan, focusing on transformation and upgrading and the reconstruction of industrial foundations. Coordinate efforts to upgrade the manufacturing sector while maintaining the stability of the industrial workforce. Encourage and guide enterprises to enhance retraining programs, improving the adaptability of industrial workers across multiple positions.
(Twenty-Two) Intensively Cultivate Master Craftsmen of Great Nations. Implement the Master Craftsmen Talent Cultivation Project of Great Nations. Continuously hold the Great Nation Craftsmen Innovation Exchange Conference and the Great Nation Craftsmen Forum. Strengthen the cultivation of female master craftsmen and fully leverage their roles. Extensively and thoroughly promote craftsmanship, vigorously promote the spirit of craftsmanship throughout society, tell the stories of master craftsmen, and carry out commendation work in accordance with regulations.
(Twenty-three) Attract more young people to join the industrial workforce. Strengthen policy support, employment guidance, and job services, and establish platforms for school-enterprise collaboration. Improve working environments and labor conditions, enrich spiritual and cultural life, and enhance the appeal of manufacturing jobs to young people. Build platforms for the growth and development of industrial workers, and guide more college students to pursue careers in skilled professions and contribute to the nation through their skills.
(Twenty-four) Cultivating migrant workers into high-quality modern industrial workers. Focusing on industrial transformation and upgrading, strengthen vocational skills training for migrant workers, and widely implement the "Dream of Learning" initiative. Promote the integration of migrant workers into cities, further relax and open up urban residency policies, and ensure that migrant workers moving to cities enjoy equal access to basic urban public services. Increase the availability of public legal services for migrant workers, safeguard their legitimate rights and interests, and promote stable employment.
Nine, Strengthen Organizational Leadership, Jointly Advance the Reform of the Industrial Workers' Construction
(Twenty-five) Strengthen organizational safeguards. Party committees and governments at all levels should enhance the organizational leadership over the reform of the industrial workers' construction, strengthen overall coordination, and ensure the implementation of this guidance in light of local conditions. The All-China Federation of Trade Unions at all levels should take the lead, and the organizations responsible for promoting the reform of the industrial workers' construction should strengthen classified guidance to foster a collaborative effort. Efforts should be made to advance legislation that promotes the construction of the industrial workers' contingent.
(Twenty-six) Leverage the role of enterprises. Strengthen the political responsibilities of state-owned enterprises and fully utilize the leading role of central enterprises and large local state-owned enterprises. Support private enterprises in better fulfilling their social responsibilities. Encourage enterprises to include the reform of the industrial workforce construction in their corporate social responsibility reports and sustainability reports. Release a blue book on the reform of the industrial workforce construction. Enterprises that have made significant progress in the reform of the industrial workforce construction will be commended and receive corresponding policy support in accordance with regulations from the Party committees and governments at all levels, as well as from trade unions.
