Question to CCTV News: We have noticed that several items in the latest briefing involve work directly related to the private economy, green finance, and other economic aspects. Currently, many government departments have introduced policies to promote economic stabilization and improvement. How does the Ministry of Ecology and Environment consider this issue?
Response to Pei Xiaofei: Thank you for your question. Ecological and environmental protection work is closely related to economic development and plays a significant role in guiding, optimizing, and driving economic development. Recently, the Ministry of Ecology and Environment has introduced a series of policies aimed at promoting high-level protection to foster new forms of productive forces. These policies include measures to advance the revision of emission standards, implement ecological environment zoning control, support the development of the private economy, leverage the role of green finance, regulate the recycling and disposal of waste equipment and consumer goods, and promote the rapid rise of central regions. These policy documents cover various aspects such as environmental access for enterprises, technical and financial support, and enhanced service guarantees, contributing to the stabilization and improvement of the economy.
For instance, as I just mentioned, in terms of environmental access, we have optimized the hierarchical management of environmental impact assessment (EIA) approval, promoted standardized compilation and intelligent pilot assistance for EIA documents, and opened green channels for major investment projects that meet ecological and environmental protection requirements, implementing immediate reporting, acceptance, and transfer to evaluation to enhance EIA approval efficiency. We have coordinated and optimized the classification management of EIA and pollution discharge permits, exploring the exemption of some projects with very small emissions from EIA and directly incorporating them into pollution discharge permit management.
Additionally, as everyone knows, for enterprises to develop, they need total emission quotas. We have optimized the supervision and management of total emission quotas for new and expanded construction projects. For construction projects where the annual increase in single-item emissions of nitrogen oxides, chemical oxygen demand, and volatile organic pollutants is less than . tons, and ammonia nitrogen is less than . tons, there is no need to submit a statement on the source of total emission quotas.
In terms of service assurance for enterprises, we have deeply engaged in technological assistance, relying on the National Comprehensive Service Platform for the Transformation and Application of Ecological and Environmental Technology Achievements, to provide technical consulting and promotion services for various market entities. We have strengthened fiscal and financial support, including projects of pollution control by private enterprises that meet the criteria in the project reserve library of ecological and environmental funds at all levels, and provide financial support equally. We will also improve the corporate environmental credit repair system, refine the credit repair mechanism, guide enterprises to "correct errors and revive," and help enterprises to "repair as much as possible." We reduce the paperwork for enterprises, fully utilize existing platform data, achieve data interconnection, promote the integration of multiple forms into one, and explore the "one-time reporting."
In the supervision and law enforcement of enterprises, we implement the Positive List Management for ecological and environmental supervision and law enforcement. We reduce the frequency of on-site inspections for enterprises on the Positive List, primarily using new technologies and methods to conduct inspections in a non-on-site manner. We do not disturb law-abiding enterprises unless necessary. At the same time, we continuously standardize charges and fines related to enterprises, strictly prohibit the imposition of fees on enterprises under the guise of environmental protection, and effectively reduce the operational burdens on businesses.
