汇聚“全球南方”磅礴力量 共同推动构建人类命运共同体 ——在“金砖+”领导人对话会上的讲话

尊敬的普京总统，
各位同事：
感谢普京总统和俄罗斯政府组织这次“金砖+”领导人对话会，我对出席今天会议的各国领导人表示热烈欢迎，很高兴同新老朋友相聚喀山。

The collective rise of the "Global South" is a distinct marker of the great changes in the world. The joint pursuit of modernization by the "Global South" countries is a major event in world history and an unprecedented feat in the progress of human civilization. At the same time, the world still faces severe challenges to peace and development, and the path to revitalization for the "Global South" is bound to be rugged. As the leading group of the "Global South," we must demonstrate our collective wisdom and strength, taking on the responsibility to build a community with a shared future for mankind.

Upholding peace and achieving common security. We must serve as a stabilizing force for maintaining peace, strengthen global security governance, and explore comprehensive solutions to address the root causes of hotspots. I proposed the Global Security Initiative, which has received positive responses from all parties and has already achieved significant results in various fields, including maintaining regional stability. China and Brazil jointly issued the "Six-Point Consensus" and, together with relevant "Global South" countries, launched the "Friends of Peace" group on the Ukrainian crisis. We must work to quickly ease the situation and pave the way for a political solution. In [month], various Palestinian factions achieved internal reconciliation in Beijing, marking an important step towards Middle East peace. We must continue to push for a comprehensive ceasefire in the Gaza Strip, restart the "two-state solution," and prevent the spread of conflict in Lebanon, ensuring that no more lives are lost in Palestine and Lebanon.

——Revitalizing Development, Achieving Universal Prosperity. The "Global South" rises for development and thrives because of it. We must be the backbone of common development, actively participate in and lead reforms of the global economic governance system, and promote placing development at the center of international economic and trade agendas. Since the Global Development Initiative was proposed, it has mobilized nearly $10 billion in development funds and launched over 700 projects. The Global Industrial AI Alliance Excellence Center recently established its presence in Shanghai, and China will also set up a global "Smart Customs" online cooperation platform and a BRICS Customs Demonstration Center, welcoming active participation from all countries.

——Promote the flourishing of civilizations and achieve diverse harmony. Diverse civilizations are the essence of the world. We should be the driving force for mutual learning among civilizations, enhance communication and dialogue, and support each other in pursuing modernization paths that align with their national conditions. I propose the Global Civilization Initiative to foster the construction of a world cultural garden where all civilizations coexist harmoniously. China will lead in establishing the "Global South" Think Tank Cooperation Alliance to promote cultural exchanges and mutual learning in governance among countries.

中国共产党二十届三中全会就进一步全面深化改革、推进中国式现代化作出系统部署，必将为世界提供更多机遇。上个月，中非合作论坛北京峰会成功举办，宣布了中非携手推进现代化十大伙伴行动，将为“全球南方”实现现代化注入新动能。

No matter how the international situation changes, China always cares about and is rooted in the "Global South," supporting more "Global South" countries to join the BRICS initiative in the forms of formal members, partner countries, and "BRICS+," gathering the tremendous strength of the "Global South" to jointly promote the building of a community with a shared future for mankind.
