General Secretary of the CPC Central Committee, President of the State, and Chairman of the Central Military Commission Xi Jinping recently made important instructions on civil affairs work, pointing out that in recent years, the civil affairs system has earnestly implemented the decisions and plans of the Party Central Committee, diligently fulfilled its duties, and achieved new progress in various tasks, effectively serving the overall work of the Party and the state.

Xi Jinping emphasizes that in China's modernization, the people's livelihood is paramount. In the new era and new journey, Party committees and governments at all levels should adhere to the people-centered development philosophy, strengthen leadership over civil affairs work, enhance the construction of inclusive, foundational, and supportive livelihood projects, address the most immediate and practical interests of the people, and continuously promote the high-quality development of civil affairs.

Civil affairs departments at all levels should adhere to the leadership of the Party, strengthen Party building, deepen reform and innovation, improve the policy system, service guarantee system, supervision and management system, and social participation system, focus on advancing the implementation of the national strategy to actively address population aging, enhance the level of social assistance, social welfare, social affairs, and social governance, actively and proactively do good deeds, accomplish practical tasks, and resolve difficulties for the people, and make due contributions to comprehensively advancing the construction of a powerful nation and the great rejuvenation of the Chinese nation with Chinese-style modernization.

The 15th National Civil Affairs Conference was held in Beijing from day to day. The meeting conveyed important instructions from Xi Jinping. Li Qiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, attended the meeting and delivered a speech.

Li Qiang pointed out that the civil affairs cause shines with the brilliance of humanity, demonstrates the conscience of society, upholds the moral bottom line, and embodies the inheritance of civilization, serving as a shared cause for the entire society. To advance the great practice of Chinese-style modernization, it is necessary to continuously enhance the level of civil affairs work, ensuring the protection and development of the vital interests of various groups, including disadvantaged populations and the disabled, to create a vibrant situation where people are united in striving towards common goals.

Li Qiang emphasized that civil affairs work should be carried out with profound feelings for the people, ensuring that good deeds and practical matters are truly done to meet the needs of the masses. In policy formulation, start from the diverse needs of the people, enhancing the pertinence and effectiveness of policies. In policy implementation, achieve a harmonious combination of policy rigidity and operational flexibility. In policy feedback, establish and improve mechanisms for policy evaluation and optimization.

To carry out civil affairs work with a strong sense of political responsibility, and to be adept at thinking, planning, and advancing the development of civil affairs work from a political perspective. To conduct civil affairs work with meticulous and thorough style, proactively immersing oneself in the grassroots frontline, grasping the work concretely and deeply, enhancing the insight to perceive issues in detail and early, ensuring that all tasks are effectively implemented, and being skilled in crafting significant articles on serving the people and loving the people through addressing the small matters of the people's lives.

To carry out civil affairs work with the spirit of reform and innovation, thoroughly implement the deployment of the 20th CPC Central Committee's Third Plenary Session, systematically plan and implement civil affairs reforms, address the immediate concerns and worries of the people, and proactively plan to improve the system of social security and bettering people's livelihoods, continuously opening up new prospects for the development of civil affairs.

The meeting honored advanced collectives, labor models, and advanced workers in the national civil affairs system. Representatives from Shanghai, Jiangsu, Zhejiang, Jiangxi, Shandong, Sichuan, Guizhou, and Shaanxi made exchange speeches. Wu Zhenglong attended the meeting. Officials from provinces, autonomous regions, municipalities directly under the central government, and cities specifically designated in the state plan, as well as the Xinjiang Production and Construction Corps, responsible leaders from relevant central and state organs, and representatives of relevant people's organizations, along with representatives of the honored collectives and individuals, participated in the meeting.
