The so-called "favor-based social assistance" typically refers to the practice of obtaining social assistance benefits through informal channels, leveraging interpersonal or favor-based relationships, for individuals who do not meet the criteria for social assistance. This includes, but is not limited to, falsifying or concealing key information such as family income and property status to fraudulently obtain assistance eligibility.

"Relationship Protection" refers to the use of authority, status, or special relationships to secure relief benefits for individuals who do not meet the eligibility criteria. Specifically, it involves low-income assistance administrators, members of village (community) committees, and village (community) group leaders abusing their positions to illegitimately include relatives, friends, and individuals with vested interests in the relief scope, or public officials using their influence to illegally obtain relief benefits for specific individuals.

This year, multiple regions have launched concentrated整治 actions to address improper practices and corruption among the masses in the field of social assistance, with the rectification of "favoritism-based" and "relationship-based" assistance being one of the key focuses.

For instance, a message from the Civil Affairs Bureau of Nan'an City, Quanzhou, Fujian, on a certain date states that, in accordance with the requirements of the provincial and Quanzhou city levels, since the comprehensive governance work on the corruption and conduct issues among the masses in the social assistance field has been launched, the Civil Affairs Bureau of Nan'an City has focused on addressing the concerns of the masses in the social assistance field, with a particular emphasis on rectifying issues such as "favoritism-based assistance" and "relationship-based assistance" in social assistance.

According to the Gansu Discipline Inspection and Supervision Network, since the concentrated rectification, the county has cleared out households and individuals who did not meet the conditions for enjoying low-income subsidies, added new low-income subsidy recipients for households and individuals; increased the number of special care recipients, implemented temporary assistance in batches, benefiting a total of people in need; investigated and dealt with problem clues related to fraud, favoritism, and nepotism, and imposed party disciplinary and administrative sanctions on individuals.

According to a report from the Wenshui County Integrated Media Center in Lüliang City, Shanxi Province, the Wenshui County Civil Affairs Bureau has taken the initiative to focus on rectifying issues in the field of social assistance, particularly addressing concerns related to the distribution of minimum living security funds. The focus has been on correcting problems such as "relationship guarantees," "personal favors guarantees," and inaccuracies in the distribution. A recipient of the hardship allowance in Wangqiao Community, Hongxing Town, is a relative of a community official, and attention should be given to this matter. According to The Fuzhou Daily, this year, the Big Data Supervision Platform for Grassroots Public Power in Dongxiang District, Fuzhou City, Jiangxi Province, issued an early warning when comparing the information of social assistance fund recipients. After analysis and assessment, the issue was reported to the Discipline Inspection Commission of Hongxing Town. Upon investigation, it was found that Xu, the deputy director of Wangqiao Community, had abused his position to conceal the fact that his relative Chen was a retired worker, and illegally applied for hardship allowance funds for him. Xu also had other disciplinary issues and ultimately received a warning within the Party, and the relevant illegal funds were confiscated. For instance, the Civil Affairs Department of Guizhou Province recently issued the "Interim Measures for the Registration and Filing Management of Close Relatives of Social Assistance Workers in Guizhou Province." This "Measures" clearly defines social assistance workers and their close relatives. Any social assistance workers and members of village (residential) committees, as well as their close relatives, who enjoy the minimum living security and special care for the destitute, should be subject to filing management. This includes the name, gender, work unit, position, and division of duties of the filing subjects; the category of support enjoyed by the close relatives, the name of the household head, the number of family members, and the relationship with the filing subjects, etc.

When applying for the minimum living security and assistance for the extremely needy, applicants should voluntarily report whether there are any low-income security administrators or members of the village (residential) committee among the immediate relatives of the co-living family members. After the township people's government (subdistrict office) accepts the application, it will separately register and file for those who meet the conditions and are proposed to be included in the security, and simultaneously report to the county-level civil affairs department. The county-level civil affairs department will conduct home visits to verify the separately registered applications. The township people's government (subdistrict office) will also organize regular home visits and economic status checks for the filed objects according to the relevant regulations on dynamic management. Those who do not meet the security conditions will be promptly removed from the security list.

Social assistance staff and members of village (residential) committees, if they have close relatives receiving minimum living security or special care for destitute individuals within their working jurisdiction, should also actively report and file such cases. They should recuse themselves from home visits, democratic evaluations, review and approval processes, as well as annual checks involving their close relatives.
