According to CCTV Military, the Russian State Duma approved the Treaty on Comprehensive Strategic Partnership between Russia and North Korea. The treaty stipulates that if one party is at war, the other will immediately provide military assistance through all available means. In response, Russian President Putin stated that whether to decide to use North Korean troops is a matter for Russia. If Ukraine wants to join NATO, then Russia can do whatever it wants to ensure its own security.

When asked whether the West's possible authorization for Ukraine to use long-range weapons to strike deep into Russia's territory meant NATO was directly going to war with Russia, Putin stated that Ukraine was merely a front, and behind the long-range strikes on Russia's heartland lay the hand of NATO.

Putin pointed out that the issue is not whether a certain country is authorized to strike Russia, but that Ukrainian soldiers are unable to use these weapons independently; only NATO experts have the capability to do so. Ukraine lacks the necessary space reconnaissance systems, and the Ukrainian military is also unable to operate independently in guiding flight missions based on reconnaissance data; currently, it is NATO officers who are in control. The only question is whether NATO has authorized itself to strike deep into Russia.

Putin emphasized that he hopes the West hears the signals he previously sent. Russia must also make some decisions on its own. It is still too early to discuss when, where, and how to respond, but the Russian Ministry of Defense should think and provide various response options. Previously, Russian President Putin had stated in an interview that if the United States, the United Kingdom, and other Western countries allow Ukraine to use foreign aid weapons to launch long-range strikes on deep targets within Russia, it would mean that NATO countries are directly participating in the Russia-Ukraine conflict, which would "clearly change the nature of this conflict," and Russia would make "appropriate decisions" based on the threats it faces.
