Approved by the Central Military Commission, the General Office of the Central Military Commission recently issued the "Implementation Outline for the Flourishing Development of Strong Military Culture" (hereinafter referred to as the "Implementation Outline").

"The Implementation Outline" states that the cause of a strong military calls for strong military culture, and strong military culture gathers strong military strength. Under the guidance of the Party's scientific theory, the magnificent practice of building a strong military has given birth to a strong military culture that is characteristic of our army, showcases the spirit of the times, and supports victory in combat. This culture imbues our army with a new spirit of self-confidence and self-improvement, courage in struggle and adeptness in combat, and a drive for progress and development.

The Implementation Outline clearly states that strong military culture adheres to the essence of Marxist military theoretical thought, draws upon the characteristics of China's excellent traditional military culture, takes the thought of building a strong military as its soul, and the practice of building a strong military as its carrier. It embodies the deep spiritual pursuit of commanding by the Party, being capable of winning battles, and having excellent conduct, making it a crucial component of political construction of the military in the new era and a new form of advanced military culture created by the Party leading the people's army.

The Implementation Outline emphasizes that the flourishing development of strong military culture should focus on using the Party's innovative theories to arm the entire military and educate officers and soldiers, aiming to cultivate "four-capable" revolutionary soldiers and forge "four-iron" elite units, fostering willpower, inspiring combat spirit, and nurturing moral integrity, to provide strong ideological guidance, value shaping, and spiritual impetus for achieving the goal of building a strong military by the centenary of the People's Liberation Army and accelerating the transformation of the People's Army into a world-class force. It is essential to deepen the roots and soul of strong military culture, establish the orientation of strong military culture in sharpening combat readiness, enrich the supply of strong military culture services, and expand the influence of strong military culture.

The Implementation Outline requires that all levels strengthen organizational leadership and coordinate planning and promotion. It is necessary to consolidate the power support, focus on professional teams, and tap into amateur forces. Methods and means should be expanded, with an emphasis on technological empowerment and the participation of officers and soldiers. The principle of thrift should be strictly enforced, adhering to the requirements of hard work and frugal construction of the military, eliminating extravagance and waste, and avoiding idle waste.
