Reform is a systematic project that requires the use of scientific methods and the proper handling of relationships in all aspects.
"There must be a method for things to be accomplished." Only by mastering and applying scientific methods can we grasp the inherent laws of things from the myriad complex contradictions, enhance the scientific nature, foresight, initiative, and creativity of our work, solve problems, achieve goals, and continuously advance the various endeavors of the Party and the state. As Comrade Mao Zedong profoundly pointed out, "Not only must we set tasks, but we must also solve the problem of methods to accomplish those tasks. Our task is to cross the river, but without a bridge or a boat, we cannot cross. Not solving the bridge or boat problem means crossing the river is just empty talk. Not solving the method problem means the task is just empty talk as well."
Our Party has achieved one victory after another on its journey, with one important reason being its adeptness in seeking and applying scientific methods, deeply analyzing issues in the practice of revolution, construction, and reform, and finding effective solutions. The comprehensive deepening of reforms in the new era is planned and advanced against the backdrop of China's reform entering a critical and deep-water stage, characterized by a wide scope of involvement, deep-reaching interests, significant difficulty in tackling challenges, and strong interrelated and coordinated dynamics.
The comprehensive deepening of reforms in the new era has been continuously advanced in depth, yielding significant practical, institutional, and theoretical achievements. These have provided powerful impetus and institutional safeguards for the comprehensive construction of a moderately prosperous society and the continuation of the "two miracles." One important reason for this is that our Party has consistently adhered to the worldview and methodology of dialectical materialism and historical materialism in the practice of reform and development. It has always emphasized scientific methods, deeply grasped the laws and characteristics of reform, and properly handled the relationships in all aspects.
To adhere to the unity of reform and the rule of law, improve the rule of law through reform, further deepen reforms in the field of the rule of law, and continuously perfect the socialist rule of law with Chinese characteristics; better leverage the positive role of the rule of law in eliminating reform obstacles and consolidating reform achievements, and be adept at advancing reform through the rule of law thinking and methods, ensuring that major reforms are legally grounded and equally protecting the legitimate rights and interests of all citizens and legal persons.
We must adhere to the dialectical unity of breaking and establishing, implementing both simultaneously with establishing first and then breaking, proactively establishing what needs to be established, and promptly breaking what needs to be broken based on what has been established, achieving steady and swift progress in reform through the unity of breaking and establishing. We must maintain the unity of reform and opening up, steadily expanding institutional-type opening up, actively aligning with international high-standard economic and trade rules, deepening reforms in foreign trade, foreign investment, and overseas investment management, and creating a first-rate business environment that is market-oriented, rule-of-law based, and internationalized.
To properly address the relationship between deployment and implementation, the design of reform plans must grasp the objective laws, pay attention to the coordination and complementarity of various reform measures, enhance the consistency of reform orientation, establish and improve a clear-cut, complete-chain, and interlocking work mechanism, strengthen follow-up and effectiveness tracking, and promote the thorough and effective implementation of reform measures.
