Since the abolition of Shaoxing County and Shangyu City in 2013 and the relocation of Keqiao District and Shangyu District, the central Urban area framework of Shaoxing City has been opened, gradually forming an urban development pattern of "one core, two groups, and six axes"(One core refers to the central urban area of Shaoxing, which includes Yuecheng District, Keqiao District and Shangyu District; two major groups refer to the Zhuji Town Group and Shengxincheng Town Group; six axes refer to the integrated development axis of Hangzhou-Shaoxing-Ningbo, Hangzhou-Shaojin, HangShaotai, Shaojia-Shanghai development axis, Yiyongzhou development axis, and Zhuji RongHangzhou development axis), which also promoted Shaoxing's transformation from a "county economy" to a "metropolitan area economy". As of the end of 2022, the city's permanent population is 5.353 million, an increase of 16,000 compared with 2021. The urbanization rate is 72.1%, an increase of 0.6 percentage points compared with 2021, but it only ranks sixth in the province. There is still a lot of room for improvement in the future.
It should be pointed out that Shaoxing's natural population growth rate has experienced negative growth since 2020, and has increased from-0.47 ‰ in 2020 to-1.8 ‰ in 2022. The main reason why the permanent population will increase by 16,000 in 2022 is that Shaoxing has gathered strategic emerging industries such as integrated circuits, biomedicine, and high-end equipment in recent years, and various talents have continued to flow into Shaoxing. Even so, Shaoxing will still lag far behind Hangzhou (172,000 people), Ningbo (74,000 people), Jiaxing (35,000 people), Wenzhou (34,000 people) and other places in terms of net population inflow in 2022, ranking sixth in the province. Therefore, the positive interaction and coordinated advancement of cities and industries has become the only way for Shaoxing to promote new urbanization and achieve high-quality economic development.
