After investigation, it was found that Zhou Qingyu had lost his ideals and beliefs, deviated from the Party's principles, abandoned the responsibility of overseeing the comprehensive and strict governance of the Party, abused his power in supervision and discipline enforcement, engaged in superstitious activities, privately possessed and read books with serious political issues; ignored the spirit of the eight-point decision of the Central Committee, accepted banquets arranged by private entrepreneurs, violated regulations by entering private clubs, and borrowed vehicles from management and service objects; violated organizational principles, extensively interfered and meddled in the recruitment of financial institution employees, seriously undermining the personnel selection system; lost the integrity bottom line, used his position to benefit others, allowed specific relatives to accept property from the other party, extensively accepted gifts, cash, and violated regulations by owning shares in non-listed companies, engaged in power-sex and money-sex transactions; violated regulations by interfering and meddling in loan issuance, privately retained classified documents; had an improper family ethos, failed to manage and educate family members; transformed the public power entrusted by the Party and the people into a tool for personal gain, violated discipline in the exercise of power, willingly became the target of "entrapment," colluded with illegal business owners, engaged in extensive power-money transactions, used his position to facilitate benefits for others in loan financing, project contracting, and other aspects, and illegally accepted substantial amounts of property.

Zhou Qingyu seriously violated the Party's political discipline, organizational discipline, integrity discipline, work discipline, and life discipline, constituting serious duty violations and suspected crimes of bribery and abuse of influence for personal gain. Moreover, he did not cease or desist after the 18th National Congress of the Party, which is of serious nature and has caused恶劣影响. He should be dealt with seriously.
