On the date, the Sixth Member Congress and the First Council Meeting of the Sixth Term of the Hebei Metallurgical Industry Association (hereinafter referred to as the Association) were held in Shijiazhuang, Hebei Province. The Congress called on steel enterprises in Hebei to deepen reforms, adhere to innovation, work together in unity, and strive for excellence, promoting the high-quality development of the steel industry in Hebei through the "Six Modernizations."
Zhang Fucheng, Academician of the Chinese Academy of Engineering, Standing Committee Member of the National Committee of the Chinese People's Political Consultative Conference, Vice Chairman of the Hebei Provincial Committee of the Chinese People's Political Consultative Conference, Standing Committee Member of the Central Committee of the China Democratic League, Head of the Hebei Provincial Committee of the China Democratic League, and President of North China University of Science and Technology; Qu Xiuli, Member of the Party Committee and Vice President of the China Iron and Steel Industry Association, and Feng Chao, Deputy Secretary-General; Gao Junzhao, Counselor of the Hebei Provincial Government, First-Level Inspector of the Provincial Development and Reform Commission; Luo Jianxiang, Second-Level Inspector of the Hebei Provincial Science and Technology Department; Zhang Xiaohui, Director of the Steel Industry Division of the Hebei Provincial Industry and Information Technology Department; Niu Dongbin, Second-Level Investigator of the Hebei Provincial Civil Affairs Department; Wu Yue, Deputy Director of the Hebei Provincial Department of Ecology and Environment; Wang Yujie, Second-Level Inspector of the Hebei Provincial Department of Emergency Management; Wang Lanyu, President of the Association, Deputy Secretary of the Party Committee, Deputy Chairman, and General Manager of HeSteel Group; Ji Yongjian, Secretary of the Party Branch of the Association, and other leaders attended the conference. The meeting was presided over by Chi Guiyu, Executive President (Vice President) and Secretary-General of the Association.
Qu XiuLi, in her speech at the meeting, stated that in recent years, Hebei Iron and Steel has actively implemented various measures of the national supply-side structural reform, taking on responsibilities courageously and innovating fearlessly. They have pioneered and experimented in areas such as industrial optimization, green development, and internationalization, achieving remarkable results. On one hand, they have resolutely eliminated outdated production capacities, effectively adjusting the industrial and product structures. On the other hand, they have actively practiced the concept of green development, achieving a qualitative leap in environmental protection, making significant contributions to the improvement of air quality in the Beijing-Tianjin-Hebei region.
Qu XiuLi pointed out that the steel industry is gradually transitioning from a phase of incremental development to a critical period of transformation focused on optimizing existing resources. Enterprises must proactively adapt to market changes and accelerate structural adjustments; they must continuously promote technological innovation, energy conservation, and carbon reduction, adhering to high-quality development that is green and low-carbon. The entire industry should strive to stabilize the market and enhance operational quality. She hopes that the new council will be guided by the spirit of the 20th CPC Central Committee's Third Plenary Session, further deepen reforms, continuously improve the new quality of steel production capacity in accordance with national industrial policies and regional development requirements, continue to serve as a bridge and link, work hand in hand with member enterprises, overcome difficulties, and make greater contributions to the industry's transformation and development.
Feng Chao delivered a special report titled "Progress in Science and Environmental Protection Work in the Steel Industry," analyzing the current development status of the steel industry. He detailed the relevant aspects of the industry's science and environmental protection work from the perspectives of technological innovation, energy conservation and environmental protection, and quality standards. For the high-quality development of the industry in the future, he proposed several suggestions: first, establish strategic thinking, enhance corporate management levels, and make reasonable and timely structural adjustments; second, implement the concept of green development, reduce pollution and carbon emissions synergistically, and enhance the green attributes of products; third, adhere to innovation-driven development, improve product quality, and build brands and service models; fourth, serve user needs, unblock market application bottlenecks, and promote the upgrading of downstream steel applications.
Ji Yongjian shared his thoughts on "what should be done next for Hebei Steel." Firstly, in the development stage of the steel industry characterized by "competition in stock and optimization through reduction," it is essential to adhere to a differentiated and high-end development path. Secondly, efforts should be made to achieve the goals of "using Hebei products in Hebei" and "maintaining stable production capacity while doubling output value." Thirdly, the advantage of Hebei Province leading in green development nationwide should be maintained, continuing to research new generations of green and low-carbon technologies and accelerating their application and promotion. Fourthly, the comprehensive advancement of "digital transformation and intelligent transformation" should be unwaveringly pursued. Fifthly, new forms of productive forces should be developed according to local conditions, combining "creating from nothing" with "nurturing the new from the existing," and ensuring synergy between "state-owned enterprises leading the way" and "private enterprises flourishing." Sixthly, under the current circumstances, it is crucial to firmly grasp the "three principles of three nots" proposed by the Steel Association in its operational strategies.
Gao Junzhao stated that the steel industry is the primary pillar of Hebei's manufacturing sector, and is accelerating the realization of "Six Modernizations," namely, large-scale main equipment, high-end product mix, group-oriented organization, rational spatial layout, green production processes, and digital management. Several of these aspects are leading the nation. Moving forward, Hebei's steel industry will take "Six Modernizations" as its hallmark, striving for high-quality development of the steel industry in Hebei.
At the meeting, Zhang Xiaohui, Niu Dongbin, Wu Yue, and Wang Yujie respectively provided guiding opinions on the high-quality development of the steel industry in Hebei, the next steps for the association's work, the comprehensive creation of effectiveness for steel enterprises in Hebei, and the safety production work in the metallurgical industry. Zhang Fucheng delivered a special report titled "Advances in Mechanical Metallurgy Technology in the Steel Industry," and Wang Lanyu presented the association's work report. It is reported that by the end of the month, the total number of level-A enterprises in the steel industry in Hebei Province reached [number], ranking first in the country.
The association held its first Supervisory Committee, Council, and Standing Council meetings for the sixth term, electing Miao Xiufeng, Deputy General Manager of Xinxing Ductile Iron Pipes Wu'an Branch, as the Chairman of the Supervisory Committee, Wang Lanyu as the President of the association, and Chi Guiyu as the Executive President (Vice President) and Secretary-General. Additionally, the meetings elected a number of Standing Council members and Vice Presidents, and reviewed and approved the proposal to establish the New Materials Branch of the Hebei Metallurgical Industry Association and the proposal to appoint part-time and full-time Deputy Secretaries-General of the association, appointing a number of part-time and full-time Secretaries-General.
The day before the conference, the association's sixth supervisory committee meeting and standing council meeting of the fifth term were also held.
