I. Strengthen the Solid Defense Line for Ensuring the Security and Stable Supply of Energy and Electricity
President Xi Jinping emphasized the importance of balancing development and security, ensuring that both are given equal priority to achieve high-quality development and high-level security in a mutually reinforcing manner. Currently, global energy security issues are prominent, and as the world's largest energy producer and consumer, China must firmly hold its energy security in its own hands. In recent years, the trend of electrification in end-use energy in China has accelerated. The annual electricity consumption of the entire society has reached trillions of kilowatt-hours, with electricity accounting for a significant percentage of the total end-use energy consumption, making the task of ensuring energy and power security arduous. Power security is a crucial component of energy security. From the political perspective of safeguarding national security, China Huaneng has always adhered to a bottom-line and extreme thinking approach, steadfastly maintaining the lifeline of energy and power security.
Firmly taking on the role of a "national team" in ensuring energy and power supply security. Meeting the high-quality energy needs of the people is an "essential national priority" that cannot be overlooked for a moment. China Huaneng is the world's second-largest power generation group in terms of installed capacity and the largest domestic enterprise providing heating for people's livelihoods. We deeply implement the decisions and plans of the Party Central Committee and the State Council, with a sense of responsibility that never allows for complacency, to ensure the security of power and heat supply. All types of units are operated and dispatched to the fullest extent, and coal production is stabilized and supplied under the premise of ensuring safety, playing a crucial role in critical moments. During the fight against the super typhoon "Jebi" in Hainan, we provided % of the total grid's electricity with % of the installed capacity under unified dispatch; after the earthquake in Jishishan, Gansu, Huaneng's enterprises in Gansu immediately activated emergency plans, promptly restored the grid connection of affected units, ensuring stable power generation and heating; and so on. On the front line of security supply, the Party group of the group promptly and efficiently deployed and promoted, while Party organizations at all levels and the majority of Party members established special teams, stayed on site, and went wherever needed, interpreting absolute loyalty to the Party with practical actions.

II. Service in Building a Multi-Wheel Driven Clean Energy Supply System
Currently, China has built the world's largest power system, with the proportion of renewable energy power generation capacity historically surpassing that of thermal power, becoming the main source of new supply, and the "green content" of energy and electricity is continuously increasing. However, it must also be noted that renewable energy sources such as wind and solar power are greatly affected by weather conditions, and the power system has shortcomings in storage and regulation capabilities, with insufficient safety and resilience. It is necessary to adhere to a strategy of both breaking and establishing, prioritizing the establishment before breaking, accelerating the substitution of incremental energy sources, steadily expanding the substitution of existing energy sources, and in a planned and step-by-step manner, reducing the proportion of traditional energy sources to ensure the diverse and abundant supply of energy and electricity. Over the years, China Huaneng has coordinated different methods of energy and electricity supply, adhered to diversified development and complementary integration, focused on developing new energy, hydropower, and nuclear power as the three main pillars, and promoted the transformation and upgrading of thermal power and coal. On the basis of "steadily reducing" traditional energy, it has achieved orderly substitution with renewable energy.
Continuously Accelerate the Pace of New Energy Development. New energy is the main body of the new power system, a key force in helping China's economic and social low-carbon transformation, and an effective carrier in responding to international green trade barriers. China Huaneng, based on the characteristics and laws of new energy development, adheres to the principles of establishing first, establishing early, and establishing quickly. It vigorously develops new energy with wind power and photovoltaic power as the main components, accelerates the development and construction of multi-energy complementary bases in "Sandy Gobi Desert" and offshore wind power bases along the eastern coast. It implements special actions to enhance high-quality new energy reserves, starts construction of the country's first multi-million-kilowatt multi-energy complementary comprehensive energy base, and achieves significant breakthroughs in the development of a number of clean energy bases in Xinjiang, Gansu, Inner Mongolia, and other regions. The company's projects included in the country's first batch of "Sandy Gobi Desert" large bases are expected to be fully commissioned within the year. The cumulative approval, start, and commissioning of offshore wind power exceeds ten million kilowatts, firmly ranking among the industry's top tier.
