The Third Plenary Session of the 20th Central Committee of the Party has set clear requirements for the advancement of the rule of law in various fields of comprehensive deepening reforms, and has made specific arrangements for improving the socialist legal system with Chinese characteristics. Judicial and administrative organs must integrate legal services into the reforms across all sectors and deepen the reforms of the legal system itself, leveraging their functions to ensure the effective implementation of key reform measures.

Innovate and strengthen government legislative review, continuously improve the quality and efficiency of legislative work. Government legislation involves a series of tasks including the formulation, revision, authorization, cleanup, and review of laws, regulations, and rules, which are an important part of national legislation. It plays a significant role in perfecting the socialist legal system with Chinese characteristics and advancing the comprehensive rule of law. Based on a thorough analysis of the legislative needs for promoting Chinese-style modernization, it is essential to focus on key areas, prioritize urgent needs, and balance overall considerations. Scientifically and rationally arrange legislative projects, implement the annual legislative work plan, and serve and safeguard the central tasks of the Party and the state with good laws and governance. Coordinate the establishment, revision, abolition, interpretation, and compilation of laws, strengthen legislation in key areas, emerging fields, and foreign-related fields. Closely link legislative work with accelerating the development of new productive forces, implementing the strategies of rejuvenating the country through science and education and building a strong cultural nation, and promoting green development. Strengthen the legal guarantees in areas such as national security, social governance, financial regulation, ecological environment, and risk prevention and control. Research and improve the legal and regulatory systems for new technologies, industries, and business models such as artificial intelligence, autonomous driving, platform economy, digital economy, and low-altitude economy. Take targeted measures to strengthen government legislative review, further reform and optimize legislative models and working mechanisms, make good use of "small incision" and "small, fast, and flexible" legislation to effectively meet urgent practical needs. Accelerate the construction of a unified national information platform for laws, regulations, and normative documents, ensure the implementation of the regulations on the review of regulations and rules, and maintain the unity of the national legal system.

We will further advance the administration according to law and intensify the construction of a law-based government. The construction of a law-based government is a key task and main project in the comprehensive governance of the country by law, playing a demonstrative and leading role in the construction of a law-governed country and society. We will deepen the administration according to law, earnestly fulfill the responsibility of legal review of major decisions and regulatory documents, improve the review system and mechanism, study and draft regulations on the formulation and management of administrative regulatory documents, and promote handling affairs and making decisions according to law. In accordance with unified arrangements, we will carry out special actions to standardize law enforcement involving enterprises, resolutely inspect areas that affect the vital interests of the people such as food and drug safety and production safety, and strengthen supervision and correction of issues such as arbitrary charges, fines, inspections, seizures, and irregular cross-regional law enforcement and profit-driven law enforcement. We will strictly regulate administrative inspections involving enterprises to effectively enhance the authority and credibility of law enforcement. We will improve the coordination and supervision system of administrative law enforcement, refine the benchmark system for administrative discretion in areas such as administrative penalties, improve the two-way connection system between administrative penalties and criminal penalties, deepen the pilot work of standardizing the connection mechanism between administrative law enforcement and criminal justice, carry out innovative pilot projects for the construction of a coordination and supervision system for administrative law enforcement, and improve the quality and efficiency of administrative law enforcement.

Implement multiple measures to promote the substantive resolution of disputes and conflicts, better maintaining social safety and stability. The construction of the rule of law should not only address the symptoms and treat existing problems but also focus on prevention and addressing potential issues. It is essential to resolve disputes and conflicts at the grassroots level and in their nascent stages, adhering to and developing the "Fengqiao Experience" of the new era, and implementing the requirements for the legalization of petition work. Deepen the mediation work pattern based on people's mediation and the coordinated linkage of various types of mediation, thoroughly investigate frequent disputes in areas such as marital and family relationships, neighborhood relations, mass finance, and wage arrears, and fully safeguard the safety of people's lives and social stability. Strengthen administrative reconsideration work, solidly advance the substantive resolution of administrative disputes, enhance individual case correction and category case standardization, and better leverage the main channel role in resolving administrative disputes. Persist in treating education and reform, community correction, resettlement assistance, dispute resolution, and legal publicity as a whole, thoroughly and meticulously carry out the education and reform of offenders, rigorously implement the resettlement and assistance of released prisoners, and effectively prevent and reduce recidivism.

Improve the mechanism for advancing the construction of a rule-of-law society, striving to make the rule of law a social consensus and fundamental norm. A rule-of-law society is the foundation for building a rule-of-law state and an important goal of comprehensively governing the country by law. Legal education and publicity are fundamental tasks in promoting comprehensive governance by law. It is necessary to enhance the relevance and effectiveness of legal education, improve legal publicity and education, organize the conclusion of the "Eighth Five-Year" legal education campaign and the formulation of the "Ninth Five-Year" legal education plan, and carry out in-depth actions to enhance citizens' legal literacy, further strengthening the legal awareness of the entire population. Promote reforms in the lawyer system, notary system, arbitration system, mediation system, and judicial appraisal management system, strengthen the political guidance of the legal service team, and focus on improving the quality and efficiency of legal services. Centered on the needs of livelihood areas such as employment, education, healthcare, and social security, further implement inclusive public legal services, strengthen the protection of rights for flexible and new employment forms, efficiently coordinate public legal service resources using information technology, and provide high-quality services to grassroots communities. Promote and improve the practice-oriented education and training mechanism for law schools, coordinate the advancement of legal textbooks and discipline construction, take solid measures in deepening collaborative education, and cultivate more high-quality legal talents.

We will advance the construction of foreign-related legal systems in an integrated manner to promote high-level opening up. As opening up progresses, the development of foreign-related legal systems must keep pace. It is essential to strengthen coordination, research, planning, and implementation based on our functions, achieving tangible results in the integrated advancement of foreign-related legislation, law enforcement, judiciary, compliance, legal services, and the cultivation of legal talents. We will enhance the supply of foreign-related laws and regulations, quickly address institutional gaps in urgent areas, and provide institutional support for creating a top-tier business environment that is market-oriented, law-based, and international. We will deepen the cultivation of world-class arbitration institutions and law firms with Chinese characteristics, strengthen the construction of commercial mediation organizations, and rapidly improve foreign-related legal service capabilities. We will establish and strengthen innovative bases for the collaborative cultivation of foreign-related legal talents and national-level research bases for foreign-related legal studies, exploring "order-based" cultivation and utilization of foreign-related legal talents to precisely meet the urgent needs in foreign-related practical fields. We will promote the construction of a comprehensive legal service platform for the "Belt and Road" initiative, improve mechanisms for ascertaining foreign laws, and enhance the ability to protect the legitimate rights and interests of enterprises and citizens going global. We will deepen international exchanges and cooperation in the legal field, engaging in practical cooperation in areas such as judicial assistance and the transfer of sentenced persons.
