贵州人大网消息，3月26日贵州省第十四届人民代表大会常务委员会第八次会议决定任命：Qiu Zhenguo is director of the Development and Reform Commission of Guizhou Province ；张胤为贵州省交通运输厅厅长。决定免去：潘大福的贵州省发展和改革委员会主任职务；邱祯国的贵州省交通运输厅厅长职务。

Public information shows that Qiu Zhenguo, male, Han nationality, born in April 1971, a member of the Communist Party of China, a university degree, a master's degree in engineering, and a senior engineer.

Qiu Zhenguo graduated from the Department of Civil Engineering of Beijing University of Technology, majoring in transportation engineering. He has served in the Guizhou Province Highway Bureau and the Guizhou Province Department of Transportation. Since 2010, he has served as deputy director of the Comprehensive Planning Division of the Guizhou Province Department of Transportation, director of the Comprehensive Planning Division, member of the Party Committee, chief planner and spokesperson of the department, and director of the Comprehensive Planning Division.

In November 2016, Qiu Zhenguo was appointed deputy mayor of Tongren City, and later deputy secretary-general of the Guizhou Province Government. In March 2023, he was appointed party secretary and director of the Guizhou Province Department of Transportation, and he has taken up his new post this time.
