确实，罗夫诺州（面积2万余平方公里，人口约115万人，是乌克兰与俄关系最浅的州之一），它离俄乌战线前线实在是太远了，最近的战区离它都有600多公里；平时只有俄军导弹可能偶尔“光顾”，那也砸不到它亚尔莫舍维奇的办公室头顶啊！
乌军第53机步旅倒是成立于罗夫诺州，但这个旅开战后就没从前线撤下来过，后方只要送壮丁上去就成，现在还激战在阿瓦迪夫卡。
而罗夫诺州平时的军事工作，除了送壮丁上去外，就是组编当地的第104领土防卫旅，负责白俄罗斯方向的警戒守备任务。
你说这不是军事任务吧！它还真是；可你要说这任务有多危险的话，那可也真谈不上。
因为俄军在白罗斯驻扎的集群，本来就是虚张声势而已，而仅靠白俄军队的力量，根本不能对乌克兰构成多大的军事威胁，更不可能白俄军队突然南下进攻乌克兰北部，而且还是打罗夫诺州这种地方。
所以第104领土旅，其实是乌军最安全的部队之一；该州的军事官员，也是最不用担心“军事”的军官群体。
也正因如此，第104领土旅内的兵员不仅仅是来自本州，还有来自基辅的兵员；毕竟要是一定被征兵的话，在基辅被抓的丁，可是有很大几率上前线的；但要是到了第104旅，大家就是日常过日子的状态。
在这种背景下，身为罗夫诺州首席军事委员奥列克桑德·亚尔莫舍维奇，自然无需过多为前线战事考虑，既然不用跟俄军打成一片，那除了在征兵工作上捞点油水，就跟女下属们眉来眼去，乱搞关系了。
之所以现在外界能看到相关视频，肯定也是乌军内部有人不满了，现在乌克兰军方的态度是“严查”。
可是亚尔莫舍维奇是个例吗？再叠加征兵、采购环节的那些蛀虫，俄军要是天天大喇叭广播这些给前线乌军听听，士气还能高吗？
