The National Development and Reform Commission and the National Energy Agency recently issued the "Implementation Opinions on Establishing a Coal Production Capacity Reserve System", proposing that by 2027, a preliminary coal production capacity reserve system will be established, a number of production capacity reserve coal mine projects will be approved for construction in an orderly manner, and a certain scale of dispatchable production capacity reserve will be formed. By 2030, we strive to form a dispatchable production capacity reserve of approximately 300 million tons/year.

The designed production capacity of reserve coal mines consists of two parts: regular production capacity and reserve production capacity. Regular production capacity refers to the production capacity of a coal mine under normal production conditions when there is no emergency. It is organized by the enterprise independently according to market conditions and is not included in the scope of national unified scheduling. Reserve production capacity refers to the appropriately scaled production capacity reserved on the basis of regular production capacity and used for peak regulation. In the event of an emergency, it is released synchronously with regular production capacity according to the national unified scheduling, realizing the "upward flexible production" of the coal mine.

When the supply-demand situation shifts from an overall balance to a tight one, the National Development and Reform Commission and the National Energy Administration will implement unified scheduling for reserve capacity based on the supply and demand situation of the coal market and whether the price goes beyond a reasonable range. They will determine the region of emergency release of reserve capacity, the scale of production scheduling, and the target for supply security, thereby ensuring national energy security.

Establish a coal production capacity reserve system, which will follow the principle of enterprise application, local specific organization, and national coordination and determination. The focus will be on large-scale modern open-pit coal mines and underground coal mines with high safety assurance. A number of production capacity reserve coal mines will be selected from newly built and under-construction coal mine projects. The organization and implementation will be carried out actively and steadily. The scale of the coal mine reserve production capacity is divided into three levels according to the proportion of the coal mine's designed production capacity: 20%, 25%, and 30%. (Ding Yiting)
