On the basis of ensuring that the technology and process are scientific, effective, safe and reliable, environmental impact is controllable and emission standards are up to standard, consider technical economics and select treatment processes according to local conditions.

In terms of promoting the grading treatment of mine water, the guidance proposes large-scale intelligent treatment of mine water containing suspended solids, graded green treatment of high-salinity mine water, and efficient directional treatment of acid and mine water containing special components. Focusing on the centralized shutdown of Kuangqu, we will strengthen the management of acidic mine water. For acidic mine water produced after the pit is closed in remote Kuangqu, on the premise of ensuring that it does not affect people's production and domestic water, we encourage the exploration of natural restoration methods to manage it. Encourage the application of seawater desalination technology to mine water treatment, and promote the use of desalination processes such as membrane concentration and reverse osmosis.

In terms of promoting the comprehensive utilization of mine water, the guidance proposes to strengthen mine water allocation, production and domestic utilization, ecological and agricultural water use, etc. Incorporate mine water into regional water resources planning and unified allocation of water resources. In resource-based water-scarce areas in the north, mine water is treated to meet the standards according to local conditions, and it is used for ecological water such as the restoration and management of coal mining subsidence areas. In water-deficient areas in the south, on the premise of ensuring stable discharge of mine water up to standard, natural water bodies and rivers and lakes can be replenished nearby, and sewage outlets of industrial and mining enterprises can be supervised and managed.

At the same time, the guidance emphasizes improving the mine water utilization system and mechanism, improving it from many aspects such as improving the price and tax mechanism, improving financial policies, and strengthening scientific and technological support. Steadily advance the pilot reform of water resources tax, and implement preferential tax policies such as immediate refund of value-added tax for enterprises using mine water to produce recycled water in accordance with current regulations.
