chapter I General provisions
Article 1 This system is formulated in order to ensure safe production in mines, standardize safe operations and safety management behaviors, eliminate the occurrence of personal injury and death accidents and major accidents, strictly investigate safety responsibilities, and achieve process control of safety management.
Chapter 2 Red Line for Safe Operation
Article 2: Gas discharge causes the gas concentration in the mixed airflow to reach or exceed 1.5%; gas discharge at the same time from more than two working faces in the same mining area; people enter blind lanes at will; failure to organize evacuation in time after the wind stops in the mining working face or refuse to evacuate; Mining working faces with gas exceeding limits do not immediately stop operations or resume production without taking effective control measures.
Article 3 Failure to implement or inadequate implementation in accordance with the provisions of burst prevention measures; gas inspectors and burst prevention officers cheat, falsely report monitoring data during the process of gas inspection and burst prevention indicator testing, or gas inspectors miss the inspection during their absence from duty and leave their posts without authorization.
Article 4 Destroying ventilation, gas extraction, monitoring and monitoring equipment and facilities; deliberately moving or blocking gas sensors so that they cannot reflect real data; there is no gas monitoring and monitoring system in the mining face and the monitoring and monitoring system is operating abnormally and forcing mining operations.
Article 5 Failure to implement comprehensive dust prevention measures, resulting in coal dust accumulation or flying seriously exceeding the standard.
Article 6 Violating blasting operations; concealing blasting equipment or bringing blasting equipment to the well without permission.
Article 7 Within 20 meters near the wellhead, electro-oxygen welding operations are not carried out in places where open fire operations are prohibited such as underground, upper and lower entrances of coal bunkers in coal washing plants, and ground gas drainage pumping stations.
Article 8: The cause of the power outage accident is not ascertained and the equipment failure is not eliminated and the power is forcibly transmitted; the electrical equipment is forcibly repaired or moved in violation of the provisions of the "Coal Mine Safety Regulations"; the electrical equipment in use has serious loss of explosion (chicken claws, sheep tails, mouse holes, etc.); those who randomly throw off the wind power or gas electric locking device; those who cannot automatically switch between dual fans and dual power supplies or those who cannot start and operate normally in an emergency; those who fail to protect large equipment and special equipment, discard the protective device and continue to use it.
Article 9: Overcontrolling top distance operations in violation of regulations and measures; arbitrarily changing support parameters to reduce support intensity; artificially increasing the working cycle progress at the excavation working face; failing to take timely measures to strengthen support measures.
Article 10 Picking, pedaling or jumping vehicles in motion or riding on belt or scraper conveyors; failing to strictly implement the regulations of "pedestrians shall not drive, and driving shall not allow people"; not using "one slope, three gears" or "one slope, three gears" The device does not work; other serious illegal transportation operations.
Article 11 Failure to implement the principle of "exploring when digging, exploring first and digging later" in accordance with the regulations on water prevention and control measures; failure to take measures to forcibly pull water coal (gangue) into the coal (gangue) silo.
Article 12 Those who engage in special operations without special operation qualifications; those who force personnel without special operation qualifications to engage in special operations.
Article 13 Any worker who commits serious violations of regulations and disciplines in Articles 2 to 12 of this chapter shall be given probation until the labor contract is terminated.
Article 14 The above-mentioned behaviors that violate the "red line of safe operation" shall be proposed during inspections by the "three members and two leaders", district teams, mines, subsidiaries, group companies, superiors or local safety supervision departments at all levels, and the employees who are verified to be true. Reports are submitted and shall be defined and confirmed by the safety supervision department at the mine and above. The punishment and organizational treatment of the person in charge shall be implemented by the mining organization, the Discipline Inspection Commission, and the human resources (labor department); the punishment of retaining workers and the termination of labor contracts shall be submitted to the trade union for review and approval before implementation.
Those who violate the above-mentioned "safe operation red line" due to dereliction of duty, oversight, and ineffective prevention of illegal operations shall be held jointly and severally liable.
Chapter 3 Safety Management Red Lines
Article 15 The mine must have an independent and complete ventilation system, and the production level and mining area must implement zoning ventilation; the centralized inlet and return air lanes of the mining area must run through the entire mining area, and it is strictly prohibited to use one section as an inlet lane and the other section as a return air lane; The air distribution volume of the mining working face of high-gas mines must be approved by the ventilation department of the secondary company and approved by the chief engineer of the secondary company. Anyone who violates the above provisions will be removed from the post of chief engineer of the mine.
Article 16 If the disrepair and serious deformation of the roadway cause the ventilation section to shrink and the ventilation resistance to increase, and if effective measures are not taken in a timely manner to seriously affect ventilation safety, the position of chief engineer of the mine or deputy mine manager in charge shall be removed; if production is forcibly organized, the position of deputy mine manager of the production shall be removed.

Article 17 Series ventilation between any two mining faces is strictly prohibited in high-gas mines and coal and gas outburst mines; measures must be formulated for series ventilation in low-gas mines and comply with the provisions of the "Coal Mine Safety Regulations". Anyone who violates the above provisions will be removed from the post of chief engineer of the mine.
Article 18 Coal and gas outburst mines must implement outburst prevention measures in accordance with regulations, and the chief engineer of the mine is responsible for organizing the implementation. No outburst prevention measures have been formulated or not implemented in coal and gas outburst dangerous areas; those who have geological data and no plan to expose outburst dangerous coal seams, faults, collapse columns and other structures are removed from the position of chief engineer or deputy mine manager in charge. If mining operations are forcibly carried out beyond the scope of burst prevention detection, the position of deputy production mine manager will be removed.
Article 19 The design for "one connection and three prevention", outburst prevention, and gas extraction must be prepared, and the construction must be organized after approval according to procedures; the safety technical plan for coal and gas outburst mine prevention and control must be approved by the ventilation department of the secondary company, and approved by the chief engineer of the secondary company; any change in the ventilation system above the mining area must be prepared for ventilation designs and safety technical measures, and approved in accordance with the prescribed procedures. Anyone who violates the above provisions will be removed from the post of chief engineer of the mine.
Article 20 If the safety protection and safety facilities of lifting winches with drum diameters greater than 2m are not installed or fail in accordance with the provisions of the "Coal Mine Safety Regulations", and the steel wire ropes are worn out beyond the limit and the wire breaks exceed the limit; If the mine fails to achieve dual-circuit power supply; if the equipment and technology that is prohibited or eliminated by the order are used, the position of deputy electromechanical manager will be removed.
Article 21 The local ventilator of the driving face is not equipped with "double fans and double power supply automatic switching" as required, and the "three special and two lockups" are not set; the installation position of local ventilator and electromechanical equipment is unreasonable, posing serious hidden dangers; If the mine mining face fails to install a monitoring system as required or the gas over-limit power cut value is set greater than that specified in the "Coal Mine Safety Regulations", the position of deputy electromechanical manager or chief engineer will be removed. If production operations are forcibly organized under the above circumstances, the position of deputy production mine manager will be removed.
Article 22 Failure to formulate exploration and drainage measures in accordance with the provisions of the "Coal Mine Safety Regulations"; Anyone who enters mining areas with pressurized water or areas close to old goaf water to carry out mining activities and fails to prepare water prevention and control measures shall be removed from the post of chief engineer of the mine; Failure to carry out mining activities in accordance with the provisions of the measures shall be removed from the post of deputy production manager.
Article 23 If a mine organizes production beyond its capacity, intensity, or quota, the mine manager will be removed from the post of mine manager.
Article 24 All team tile inspectors and security inspectors in the production mine area must be managed by the mine under the unified management of the mine. If they refuse to perform, they will be removed from the post of mine manager.
Article 25 When contracting out a coal mine construction project, it must be contracted out to an enterprise with corresponding qualifications, and a production safety management agreement must be signed to clarify safety responsibilities and eliminate layer-by-layer subcontracting. Those who fail to implement it in accordance with regulations will be removed from the position of mine manager.
Article 26 If major hidden dangers are not rectified in a timely manner, mines and mining working faces ordered by superior departments to suspend production for rectification must be rectified in accordance with regulations. If the rectification fails to meet the standards or production is organized without the approval of superior departments, the mine manager will be removed from the post of mine manager.
Article 27 The above-mentioned behaviors that violate the "safety management red line" shall be proposed during inspections by the secondary company, group company, superior or local safety supervision departments at all levels. If the employee reports are verified to be true, the safety supervision department of the secondary company and above shall define and confirm.
Those in charge of the business security department, deputy chief engineer in charge, chief of ventilation area (section)(assistant mine manager), and director of safety supervision who violate the above-mentioned "red line" due to dereliction of duty and failure to perform their duties shall be held jointly and severally liable.
Chapter 4 Supplementary Provisions
Article 28 Workers or cadres below the section level who violate the red line must be dealt with in a timely manner in accordance with regulations, and the Minister of Safety Supervision shall be responsible for supervising and implementing it. If they fail to comply with regulations, the Minister of Safety Supervision shall be removed from the post of Minister of Safety Supervision. If a cadre at or above the deputy level violates the red line, the Safety Supervision Bureau (Department) of the Second Company or the Safety Supervision Bureau of the Group Company shall put forward a handling opinion and implement it after review and approval by the Production Safety Committee.
