In July 1933, Han Decai was born into a peasant family in Fengyang County, Anhui Province. He joined the army in March 1949 and joined the Communist Party of China in March 1953. He has served successively as flight squadron captain, deputy captain, captain, deputy regiment commander, division independent brigade captain, deputy division commander, division commander, commander, and deputy commander of the military region air force.

At the age of 16, Han Decai signed up to join the army and was transferred from the Army to the Air Force. After more than a year of training at the Fifth Aviation School of the People's Air Force, his 43rd Regiment of the 15th Division of the Air Force, as the second batch of volunteer air force, was ordered to enter Dagushan Airport.

On the battlefield of resisting U.S. aggression and aiding Korea, Han Decai shot down a total of 5 enemy aircraft, won first-class merit and third-class merit twice, and was awarded the honorary title of "Second-Class Combat Hero" by the Air Force. The Standing Committee of the Supreme People's Assembly of the Democratic People's Republic of Korea awarded him the first-class National Flag Medal, the second-class Freedom and Independence Medal and the Military Medal.
