According to "Qinghai Government Affairs" news, the website of the Qinghai Province Government recently released the "Notice of the People's Government of Qinghai Province on the Appointment and Removal of Guo Yi and Other Comrades.":

Comrade Dong Yuyi is the director (director)(concurrently) of the Counselor Office (Research Institute of Literature and History) of the People's Government of Qinghai Province;

Comrade Jin Li is the director (concurrently) of the Government Service Supervision and Administration Bureau of Qinghai Province.

Dong Yuyi was born in July 1981 and graduated with a master's degree from the School of Economics and Management of Tsinghua University.

Dong Yuyi once worked in Baotou, Inner Mongolia. At the end of 2010, at the age of 29, he was appointed Secretary of the Communist Youth League Committee. Since September 2011, he went to work in Qinghai and served as secretary of the Haiyan County Party Committee. In February 2015, he was promoted to a member of the Standing Committee of the Haibei Prefecture Committee and continued to serve as the county party secretary.

In March 2021, Dong Yuyi was appointed Secretary of the Qinghai Provincial Committee of the Communist Youth League, and in September 2023, he was appointed Deputy Secretary-General of the Qinghai Provincial People's Government (at the director level).

Jin Li was born in October 1980. In 1999, he was sent to the Department of Computer Science of Tsinghua University and received his doctorate in 2008.

After graduation, he went to work in Qinghai and successively served as deputy director of the Provincial Information Center, member of the Standing Committee and deputy district chief of the Chengxi District Committee of Xining City (temporary position), director of the Haibei Prefecture Development and Reform Commission, and secretary of the Ping 'an District Committee of Haidong City.

In March 2021, Jin Li was promoted to deputy director of the Department of Industry and Information Technology of Qinghai Province and deputy director of the Provincial Investment Promotion Bureau. In 2022, he will serve as deputy director of the Science and Technology Innovation Bureau of the State-owned Assets Supervision and Administration Commission of the State Council.

In January this year, the Qinghai Province Data Bureau was established, and Jin Li was appointed director (deputy department level).
