The circular requires that it is necessary to establish a regular liaison mechanism, set up a joint working group on a comprehensive supervision mechanism, comprehensively promote the safety supervision of iron and steel enterprises, study, coordinate and solve the outstanding problems in the safety supervision of iron and steel enterprises, and organize supervision and assistance and joint law enforcement. Regularly carry out risk research and assessment of iron and steel enterprises, inform the production safety situation of iron and steel enterprises, inform the progress of the key work of various departments, analyze and discuss the existing problems and risks, and study targeted management and control measures. Establish an information sharing mechanism, and each department will take the initiative to regularly inform other member units of the joint working group and provide information on the key issues of supervision and law enforcement inspection, inspection, and enterprise security conditions within the scope of their responsibilities. Establish a joint law enforcement action mechanism to carry out joint law enforcement actions with the participation of various departments for iron and steel enterprises. To establish a linkage mechanism for emergency response to emergencies, all member units should, in combination with the responsibilities and tasks of the department, work out emergency disposal plans for accidents in iron and steel enterprises, and timely carry out simulated emergency drills. The Provincial Emergency Department takes the lead in establishing an emergency response mechanism, linking up the emergency plans of various departments, unblocking communication channels, and preparing emergency relief materials separately, so as to ensure that in the event of production safety accidents or environmental emergencies, various departments can respond and deal with them in a rapid, coordinated and orderly manner to maximize personnel safety and reduce accident losses and impacts.
