Its business scope includes public railway transportation, railway transportation basic equipment manufacturing, railway locomotive and rolling stock maintenance, installation, maintenance and testing of transmission, power supply and receiving power facilities, power supply business, construction projects, etc.

This is the second 10 billion subsidiary recently established by National Energy Group in Ningxia Hui Autonomous Region. A month ago, National Energy Group Western Energy Investment Co., Ltd. was established. It is located in Ningxia Ningdong Energy and Chemical Industry Base with a registered capital of 10 billion yuan and is also wholly owned by National Energy Investment Group.

It is reported that the Ningdong base has a total planned area of 4450 square kilometers, of which the core area has a planned area of about 800 square kilometers. It is an important large-scale coal production base in the country, a "West-to-East Power Transmission" thermal power base, a coal chemical industry base and a circular economy demonstration zone. It is also a national industrial transformation and upgrading demonstration zone, a modern coal chemical industry demonstration zone, a new industrialized industry demonstration base and a foreign trade transformation and upgrading base. On May 19, 2023, the 3 million tons of carbon dioxide capture, utilization and storage (CCUS) demonstration project with a total investment of approximately 10.2 billion yuan started construction at Ningxia Ningdong Energy and Chemical Industry Base.
