On a certain date, the National Energy Administration held its third energy supervision work routine meeting and a special meeting on hotline complaint and reporting handling in Beijing. The meeting deeply studied and implemented the spirit of the 20th CPC Central Committee's Third Plenary Session, carried out the deployments of the comprehensive and strict governance of the Party by the Discipline Inspection and Supervision Group stationed at the Commission and the Party Leadership Group of the Administration, informed and arranged key tasks, exchanged advanced typical experiences, and researched ways to improve and strengthen hotline services, with the aim of fully completing the sprint for the year-end tasks of various regulatory missions.
Song Hongkun, member of the Party Leadership Group and Deputy Director of the National Energy Administration, attended the meeting and delivered a speech. The meeting pointed out that the hotline is an important channel for the energy sector to serve the people, bearing the heavy responsibility of maintaining the order of the industry and addressing the energy needs of the public. Energy regulatory agencies should further strengthen their concept of serving the people, improve the complaint and reporting handling system, establish a central-local collaborative working mechanism, enhance internal assessment and evaluation management, and ensure that every complaint and reporting matter received from the public is thoroughly studied, properly handled, and effectively resolved, truly making the hotline work resonate with the hearts of the people.
The meeting emphasized that currently, as the entire system is deeply engaged in learning, publicizing, and implementing the spirit of the 20th CPC Central Committee's Third Plenary Session, it is also the period for concluding and submitting the annual energy regulatory objectives and tasks. It is essential to comprehensively implement the annual energy regulatory task list, complete the "second half" of comprehensive regulation in the power sector, and legally and properly conduct corrective actions, regulatory interviews, and administrative penalties on relevant responsible units. Efforts should be made to fully advance the energy supply guarantee regulation during the peak winter period, closely monitor supply and demand trends, strengthen regulation in key areas such as project construction, fuel supply, unit output, and dispatch trading, deeply explore the potential of market mechanisms for supply guarantee, and resolutely safeguard the energy needs for livelihood. Accelerate the construction of a unified national power market, support and participate in the construction of local spot markets, promote regional market construction according to local conditions, and regularly address violations of market rules and improper administrative interventions. Continuously enhance the regulatory level of energy services for livelihood, optimize the electricity business environment, improve the closed-loop management mechanism for frequent power outages, and promote the governance of issues in residential communities not directly supplied by the power grid. Strengthen the Party's comprehensive leadership over energy regulation, continuously enhance the political and organizational functions of grassroots Party organizations, and advance the comprehensive and strict governance of the Party.
At the meeting, the Department of Regulation and the Information Center reported on the progress of key tasks, and the Department of Electricity outlined the special supervision for clean heating in northern China during the heating season of the year. The North China Regulatory Bureau, Central China Regulatory Bureau, Zhejiang Office, and Jiangsu Office shared their experiences. The meeting was held in video format, with Huang Xuening, the Chief Regulatory Officer of the National Energy Administration, and heads of relevant departments and some in-house units in Beijing attending in the main venue, while the main leaders and relevant personnel of the dispatched agencies participated in the branch venues.
