Why is cross-border e-commerce "accelerating"?
The latest data released by the General Administration of Customs shows that in the first three quarters of this year, China's cross-border e-commerce import and export volume reached . trillion yuan, a year-on-year increase of .%, which is . percentage points higher than the overall growth rate of China's foreign trade during the same period. As a new driving force for foreign trade growth, cross-border e-commerce continues to "accelerate". Recently, reporters visited some cities with active import and export activities to uncover the secrets behind the "acceleration" of cross-border e-commerce.
Password One: Digital Technology Empowerment. Selection and distribution of products, intelligent scripts, video generation... In a cross-border e-commerce selection center in Hengqin, Guangdong, the scenario of "selling globally with one click" is gradually being realized. Xu Yabo, founder of Guangzhou Data Story Information Technology Co., Ltd., which cooperates with Zhuhai Huafa Group to build the center, introduced that relying on advanced technology, the center integrates merchants, products, and talent resources to provide a full-chain service for going global, better connecting domestic products with the overseas market. China boasts a prominent digital economy advantage. Currently, new technologies such as next-generation artificial intelligence and blockchain are deeply applied in the cross-border e-commerce supply chain system, logistics storage, payment marketing, and other fields, assisting in the efficient operation of cross-border e-commerce import and export.
At the Guangzhou Baiyun Airport Comprehensive Bonded Zone, batches of cosmetics, skincare products, clothing, and accessories enter the country through cross-border e-commerce direct purchase, then undergo sorting and are dispatched to various parts of the nation. On the other side of the bonded zone, the Pinduoduo cross-border e-commerce processing center has expanded and enhanced its efficiency, with the project accumulating over 100 million yuan in export value from consolidated cargo operations. Technological advancements have made information transmission more efficient, allowing precise matching of supply and demand on a global scale and enhancing businesses' responsiveness in the international market. Taking the textile and apparel industry's "small order, quick response" model as an example, this approach discards the traditional heavy capital and high inventory practices of the clothing industry. It reduces purchase quantities, shortens production cycles, and quickly introduces new styles to test market reactions. Once a hit is identified, production is ramped up and rapid distribution is implemented, with the entire process from design to production taking as little as a few days. This model has become a crucial strategy for the successful sale of textile and apparel products through cross-border e-commerce.
The development of digital technology has also enabled more inland enterprises to "go online and venture overseas." The Yungang Wutong platform operated by Sichuan Silk Road E-Commerce Technology Co., Ltd. has cumulatively served over ten thousand users and registered over a thousand Sichuan foreign trade enterprises, with the highest annual e-commerce customs declarations exceeding ten thousand orders. General Manager He Yi of the company said that in recent years, more Sichuan enterprises have set their sights on overseas markets, taking the first step towards "going global" through cross-border e-commerce channels.
Password Two: Full Industrial Chain Support The rapid development of cross-border e-commerce is inseparable from the vast foundation of the Made-in-China industrial chain. Dongfeng Town, located in Zhongshan City, Guangdong Province, is home to over industrial entities, of which are related to small household appliances, accounting for more than % of the town's total economic output. In response to the new trend of going global, in January , Dongfeng Town established the first town-level cross-border e-commerce association in the city, promoting the transformation of small household appliance enterprises from traditional foreign trade to new foreign trade models. Deng Yuhua, president of the Dongfeng Town Cross-Border E-Commerce Association and chairman of Guangdong Xiyaisi Intelligent Technology Co., Ltd., introduced that, taking Xiyaisi Intelligent as an example, from to , the company's revenue grew from tens of millions to hundreds of millions, showing a positive development trend.
Under the support of a complete industrial chain, the development of cross-border e-commerce import and export in Guangdong is particularly strong, with an average annual growth rate of over %. It contributes more than / of the national share. The comprehensive coverage of cross-border e-commerce comprehensive pilot zones has been achieved in prefecture-level cities. Guangzhou, Shenzhen, and Foshan have exceeded 100 billion yuan in cross-border e-commerce import and export annually, while Dongguan, Zhuhai, Huizhou, and Shantou have reached 10 billion yuan. Yiwu's household products, Yongkang's sports goods, Ruian's auto and motorcycle parts, Ningbo's small household appliances... Zhejiang, as an important manufacturing base for daily necessities in China and even the world, is home to dozens of distinctive and deeply rooted characteristic industrial belts. With the booming development of cross-border e-commerce, these industrial belts bypass many intermediate links and directly face global consumers.
Data from the General Administration of Customs shows that the main sources of China's cross-border e-commerce export goods are Guangdong, Zhejiang, Fujian, and Jiangsu. These provinces are regions with a high concentration of China's manufacturing industry. As the integrated development trend of "cross-border e-commerce + industrial belts" becomes increasingly prominent, more regions are finding new spaces in the cross-border e-commerce ecosystem by leveraging their own industrial advantages. In Sichuan, provincial-level cross-border e-commerce industrial parks have grown from nothing to something, from small to large, cultivating over a dozen "Sichuan-branded" cross-border e-commerce industrial belts, gathering hundreds of cross-border e-commerce source factories, and creating export products with Bashu characteristics such as Chengdu women's shoes and auto-moto parts. From January to October this year, the transaction scale of Sichuan's cross-border e-commerce grew by 28.9%.
Password Three: Logistics Network Assurance Long transportation distances and multiple links often lead to issues such as package delays and losses... Cross-border logistics distribution once became a bottleneck hindering the development of cross-border e-commerce. Significant changes have now occurred. During the National Day holiday, the "Land-Sea Cloud Port - Yunxin Cross-Border Tianfu Bonded Warehouse" located in the Sichuan Tianfu New Area did not close but became even busier, shipping over ten thousand orders in total. "We operate around the clock to ensure that imported beauty products, baby supplies, health products, and more are quickly dispatched to the western regions," said Wang Ying, General Manager of Sichuan Yunxin International Supply Chain Co., Ltd.
In less than a year since its launch, it has attracted over 10,000 merchants to set up shop, with a record daily peak of 10,000 outbound packages and a cumulative total of over 100 million outbound packages, generating transactions worth over 10 billion yuan. Wang Ying said that thanks to Chengdu's developed air, rail, and road integrated transportation and logistics system, more merchants are relocating their best-selling products from coastal bonded warehouses to bonded warehouses in Chengdu. Adjacent to this bonded warehouse, a cross-border road transportation distribution center is under construction. The project has an estimated total investment of about 10 billion yuan and is planned to open nearly 100 cross-border road special lines upon completion, operating an average of 10,000 cross-border road transport trucks annually, with an annual throughput of 10 million tons and an annual foreign trade volume of 10 billion yuan.
By constructing global supply chain and logistics networks as well as digital platforms, domestic enterprises have broken the geographical and time constraints of traditional trade, pushing high-quality and cost-effective products and services into the international market. In this month, the Ministry of Commerce and other departments issued opinions on expanding cross-border e-commerce exports and promoting the construction of overseas warehouses, proposing to strengthen the construction of relevant infrastructure and logistics systems, promote the high-quality development of cross-border e-commerce overseas warehouses, enhance the logistics guarantee capabilities for cross-border e-commerce, and improve the "last mile" delivery capabilities. It is understood that Guangdong has already built nearly 10 million square meters of various overseas warehouses, and will continue to accelerate the global layout of overseas warehouses and other facilities, constructing cross-border e-commerce infrastructure that reaches the world. At the same time, customs authorities are continuously optimizing and improving the customs cross-border e-commerce clearance service system functions, further simplifying processes and optimizing services to better meet the needs of "buying globally and selling globally". Lü Daliang, Director of the Statistical Analysis Department of the General Administration of Customs, stated that efforts will continue to deepen the comprehensive reform of cross-border e-commerce, actively promote the collaborative governance of customs and cross-border e-commerce platforms, and support the high-quality development of cross-border e-commerce.
