On a certain date, the public security cyber security department of Baiyin City, Gansu Province, received multiple reports from netizens alleging that the online user "Duihao某某" had made derogatory remarks about the revolutionary martyr Liu Hulan during a live broadcast, demanding verification and appropriate action.

The Baiyin Public Security Bureau's Cyber Security Department immediately took action and swiftly conducted an investigation. Upon investigation, it was found that the online user "Duihao Mouxu" was Qiang Mou, a native of Huining, Gansu, who had been working in Suzhou, Jiangsu for a long time. Qiang Mou had posted inappropriate remarks insulting the revolutionary martyr Liu Hulan in a live broadcast, causing a negative impact. The Baiyin Cyber Security Department thus reported the verified information to the Suzhou Cyber Security Department and contacted Qiang Mou to turn himself in at the local public security authorities.

The Amendment XI to the Criminal Law explicitly criminalizes the acts of insulting and defaming heroes and martyrs, stipulating that those who insult, defame, or otherwise infringe upon the reputation and honor of heroes and martyrs, thereby harming public interests and if the circumstances are serious, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance, or deprivation of political rights.

The internet is not a lawless place, and the heroes and martyrs must not be desecrated.
