Be a close friend of the people, genuinely and sincerely work for the people to accomplish practical tasks, do good deeds, and solve difficult problems. A party member is "a banner." Xu Liming, who served as the Standing Committee Member and Minister of Propaganda of Pujiang County Committee of Jinhua City, Zhejiang Province, before his passing. From a township cadre to a county leader, Xu Liming never strayed from the grassroots soil, never considering himself an "official." He consistently rooted himself in the grassroots, embedded himself in the people, and with courage and perseverance, he steadfastly carried out the Party's policy decisions, adhered to the identified development strategies, and fulfilled the promises made to the masses, accomplishing one task after another.

Pioneering and creating, there will always be those who charge ahead. The "Eight-Eight Strategy" was a significant decision and systematic deployment made by Comrade Xi Jinping during his tenure in Zhejiang, serving as the general guideline for the development of Zhejiang and the overall strategy for advancing all work in Zhejiang. Xu Limin studied, pondered, and acted, unwaveringly implementing the "Eight-Eight Strategy." In his view, "only by pushing the work entrusted by the organization to its utmost can we repay the trust and commission of the Party and the people."
At the end of the year, the Zhejiang Provincial Party Committee and the Provincial Government made a decision to implement the "Five Water Treatments" strategy, which includes treating polluted water, preventing floods, draining floodwater, ensuring water supply, and promoting water conservation. This strategy aims to drive industrial transformation and upgrading through water treatment, and the first shot was fired in Pujiang. Pujiang is known as the "China Crystal Glass Capital," but it was once plagued by widespread household workshops that directly discharged wastewater and waste residue, turning most of the county's rivers into "milk rivers" and "garbage rivers." Xu Limin was appointed to the position of Director of the Pujiang County Crystal Industry Upgrade and Pollution Control Leading Group Office (referred to as the "Crystal Rectification Office") in a critical moment. He launched the "Sunshine Action" and "Zero-Hour Action" to tackle the issue, igniting an environmental protection storm.
Facing the "conflict" between immediate and long-term interests, and between small and big accounts, he firmly said, "Even if it offends people, we must do it!" The "Zero-Hour Operation" usually starts at night and lasts until the early hours of the morning, around three or four o'clock. Members of the Crystal Renovation Office each carry a hook, lifting manhole covers along the way to trace and investigate pollution sources. Xu Liming always runs at the forefront of the team.
Zhengzhiban member and then Deputy Director of the Pujiang County Administration for Industry and Commerce, Liu Gangming, recalls that one evening, Xu Liming led him along a route where manhole covers had been successively lifted, walking upstream for about seven or eight kilometers until they finally found the polluting processing site. It is often said that Xu Liming is passionate and methodical in his work, and once he has made up his mind, he acts immediately, leads by example, and works together with others. Later, as the "Thousand Villages Demonstration, Ten Thousand Villages Renovation" project in Zhejiang continued to deepen, Xu Liming took the lead in advancing the "Beautiful Courtyard" project, driving the entire county's villagers to manage beautiful villages and develop beautiful economies.
Today, the waters of the Puyang River flow clear and gentle, benefiting countless people; the scenery is enchanting, attracting tourists from all over who come in admiration, and guesthouses are springing up like bamboo shoots after the rain amidst the green mountains and clear waters. In the month of the year, after a field visit to rural areas in Zhejiang, including Pujiang, by then UN Under-Secretary-General Erik Solheim, he praised, "This is what the future of China and the world will look like."
Starting a business and achieving success require unity of purpose and effort. The "Five Water Treatments" have restored clear rivers and lakes, but the once booming crystal industry faced a period of contraction. The industrial transformation and upgrading in Pujiang encountered challenges, and there were many voices in society predicting decline. "The publicity department must rally and inspire!" On a certain day of a certain month, Chen Dong, former Party Secretary and former President of Jinhua Daily, received a call from Xu Limin, hoping to jointly plan a series of impactful reports to guide public opinion and boost morale.
Chen Dong was deeply moved by Xu Limin's heartfelt dedication to the development of Pujiang and his mission to strengthen mainstream public opinion. He gladly accepted the invitation, promptly forming the first city-county joint reporting team. "This series of commentaries was initiated by Minister Xu and meticulously revised word by word," recalled Hong Jianjian, the chief editor of the Pujiang County Integrated Media Center. At the beginning of the year, the series of commentaries "Striving for Excellence and Acting Today" immediately sparked a strong response upon its release.
Confronting difficult issues head-on, identifying the crux, stirring up morale, uniting hearts, inspiring innovation, and anchoring direction. The content of the report not only became a hot topic in Pujiang but also ignited the enthusiasm of many Pujiang people living elsewhere to contribute to their hometown's development. The consensus that "there are no bystanders in development" was widely embraced.
Xu Limin believes that the energy gathered by propaganda and ideological work is no less than that of a thousand troops and horses. This series of reports won the third prize of the Major Theme Reporting Award of the Zhejiang News Award, achieving a zero breakthrough for Pujiang media in the Zhejiang News Award. Under his leadership, the Propaganda Department of the Pujiang County Committee took the initiative to serve the overall situation, creating a number of landmark achievements in the field of propaganda, ideological and cultural work, and promoting a new chapter in Pujiang's propaganda efforts.
To achieve great things, one must adhere to principles and bottom lines. "The power and position held by Party members and officials are bestowed by the Party and the people, and are meant to serve the Party and the people. They should only be used to benefit the people." Xu Limin, known for his loyalty, kindness, and willingness to help, also had a "stern face." "I will help when I can, but I will never assist in any violation of discipline or law." No matter the occasion, Xu Limin never forgot that he was a Communist Party member. He often told his family, "Don't think that because I hold a position, I can do whatever I want. Once, a relative was summoned by the police station on suspicion of gambling. The relative called him for help, but Xu Liming firmly refused: "I can't and won't help with any illegal or disciplinary violations. The police station should handle it as it sees fit!" After Xu Liming passed away, this relative came to pay his respects, regretting deeply: "At the time, I blamed him, but later I understood, it wasn't that he didn't want to help, but as a leader, he couldn't. He was such a principled person."
