Work plan for key actions for distribution network security risk management and control

In order to delve into the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th CPC National Congress, implement the new energy security strategy of "four revolutions and one cooperation", closely follow the power supply and transformation targets under the new situation, focus on the safety risks in the aspects of safe operation, power supply guarantee, disaster prevention and reduction, and strong reliability of the distribution network, and promote the resolution of the weak development of urban and rural distribution networks, so as to comprehensively improve the power supply guarantee and comprehensive bearing capacity of the distribution network, the National Energy Administration has decided to carry out a key campaign for risk control of distribution network safety. The plan is hereby formulated as follows.

1. Scope of work

This campaign selected six provinces of Jilin, Jiangsu, Jiangxi, Shandong, Guangxi and Shaanxi to comprehensively summarize and analyze the outstanding problems of safe operation and reliable power supply of 110kV power grids and below.

2. Work priorities

It mainly carries out analysis from aspects of grid structure of power distribution network, access of new grid-connected subjects, safety management of equipment and facilities, operation and maintenance, network security during transformation and upgrading, and emergency disposal.

Differentiated Construction of Disaster Prevention and Mitigation in Distribution Networks; Adaptability of Construction Standards to Disaster Prevention and Mitigation Requirements; Renovation of Weak Sections of Distribution Networks; Inventory and Improvement of Distribution Networks in Single-Supply Direction Counties

Impact of Large-scale Access of New Grid-connected Entities on Distribution Grid Safety Risk

The impact of large-scale access of new grid-connected entities such as distributed new energy sources, energy storage electric vehicle charging piles, etc. on distribution networks; Evaluation of the new energy access capacity of distribution networks; Analysis of the impact on the coordinated control of distribution networks after the large-scale access of new source and load; Network security management of new grid-connected entities.

Safety status inspection of distribution network equipment

Implementation of the national standards in terms of the selection of the path of distribution projects, the configuration level of equipment of substation and lines; aging and super-service life of power distribution equipments and facilities; quality control over the access of equipment to grid; configuration and value management of distribution network protection; selection and configuration of equipment for special sections of distribution network.

Distribution Grid Safe Operation Management

The compatibility between the current power distribution network dispatching operation system and mechanism and the new type of power distribution network system; the configuration of power distribution network personnel and operation and maintenance tools; the risk identification and resolution of main (distribution) transformer overload, line overload, and voltage over-limit; the implementation of safety management systems such as safety risk control and hazard investigation and elimination; the network security control of power distribution network power monitoring system; the management of power outage maintenance and live operation; the governance of "three-line hanging" problem in rural power distribution network.

(V) Cybersecurity Risks in the Transformation and Upgrading Process of Distribution Network

- Circumstances related to the related business of the distribution network management information system; - Status of the distribution network upgrading; - Cybersecurity protection of the load control system and the distributed power control system network.

(VI) emergency response capabilities

Evaluate the emergency response system and emergency response capacity building in the context of disasters such as rain, snow, freezing, forest fire, typhoon, and flood; the compilation and exercise of emergency plans; the configuration of emergency supplies, teams, and equipment; the construction of emergency power supply; the construction of power supply guarantee capacity for key areas, key positions, and important users under extreme conditions.

(7) Identification of Accident Risks and Safety Hazards of Power Safety Risk Above or Equal to General

It may constitute a power safety accident at the general level or above as stipulated in the Regulations on Emergency Response and Investigation Handling of Power Safety Accidents (Order No. 599 of the State Council of the People's Republic of China); other situations that have a significant impact on the safe and reliable power supply of the distribution network.

3. Work arrangements

Deployment Mobilization Phase (before April 15)

The National Energy Administration held the 2024 Power System Run Mode Analysis Report Meeting in conjunction with the Interagency Conference on Interconnected Power Plant Grid Security Management. It announced and deployed action plans to enhance key areas. Relevant provincial energy (electricity) management departments and dispatch institutions quickly deployed and arranged for the relevant work, and put forward work requirements for power companies within their jurisdictions.

(II) Analysis and combing through stage (April 15 to April 30)

Each power company should strengthen problem analysis and experience summarization, and form summary reports that include prominent issues, industry best practices, and recommendations related to distribution network safe operation, power supply guarantee, disaster prevention and mitigation, and robust reliability. Each prefecture and city power company should sort out and analyze the situation to form a city-level company summary report. The provincial power company should summarize the situation across all prefectures and cities and include each city-level report as an attachment to form the provincial distribution network summary report. All reports should be submitted to the local provincial energy (power) management department and the National Energy Administration dispatch agency before April 30th.

(3) On-site work phase (May 1 to July 31)

The relevant dispatching agencies shall hold discussions with local provincial energy (electricity) management departments and power enterprises in the jurisdiction, select three to four typical regions for on-site inspections, and the National Energy Administration will conduct supervisory inspections in some regions as appropriate.

(IV) Summary improvement stage (August 1 - September 30)

The provincial energy (power) management departments and their dispatched agencies are required to earnestly summarize the work of the key project, and form a work summary to be submitted to the National Energy Administration's Power Safety Supervision Department by September 30th.

4. Work requirements

(I) Improve organizational leadership. All units should attach great importance to this key action, strictly implement the responsibilities of all parties, make careful arrangements, and deploy in a comprehensive manner. Relevant provincial energy (electric power) management departments and dispatched institutions should cooperate with each other, closely collaborate, and jointly do a good job in this key work.

(2) Strengthen rectification and upgrading. All electric power enterprises should conscientiously implement the requirements of the plan, conduct in-depth analysis of the safety risks existing in the distribution network, and formulate targeted preventive measures; relevant provincial energy (electricity) management departments should formulate and implement corresponding work measures within their responsibilities for the problems found in the work; the dispatched agency of the National Energy Administration should strengthen continuous follow-up of the rectification and upgrading of related issues, and jointly manage the distribution network Safety risks.

(3) Strictly follow the work discipline. During the work, strictly implement the spirit of the Eight Central Provisions and its detailed implementation rules, travel light, be clean and self-disciplined, and carry out in-depth investigation and research. If there are any major problems in the work, they should be reported to the National Energy Administration in a timely manner.
