Recently, the Guizhou Bureau of the National Mine Safety Supervision Administration issued the "Notice on the Centralized Listening and Reporting-based Review of the Survey Report on Concealed Disaster-causing Factors in Coal Mines" to report on the outstanding problems existing in the centralized listening to the census and management of concealed disaster-causing factors in coal mining enterprises.

Since November 2023, the Accident Investigation Department of the Guizhou Bureau has taken the lead in conjunction with the Supervision and Law Enforcement Department to organize experts to listen to coal mines to report on the census and management of hidden disaster-causing factors, and put forward review opinions mine by mine.

So far, the eight resident supervision and law enforcement offices of the Guizhou Bureau have heard reports from 81 coal mines, approved 3 in principle, supplemented and improved 27, and renovated 51. Most of the coal mines that have passed the principles and supplements and improvements are state-owned coal mines with solid geological foundations and strong technical strength in geological measurement and water prevention and control.

During listening to the report, the Guizhou Bureau found that the census of hidden disaster-causing factors in coal mines had problems such as insufficient ideological understanding, weak organization and cooperation, insufficient understanding of the spirit of documents, incomplete annexes to drawings, incomplete data collection, and insufficient physical workload.

The notice pointed out that the approval and inspection standards of some coal mine superior companies and regulatory authorities were not high enough, did not organize corresponding professionals to review the coal mine census report, and did not form written rectification opinions and problem lists. Some coal mines did not follow the opinions of superior companies and regulatory authorities. Supplement the census and revision. In most coal mines, only the geological survey department independently carries out census work, and no geological survey, mining, communication prevention and other departments have been organized to form census teams to coordinate the census work. Some coal mines that entrust third-party agencies to prepare census reports lack the awareness of subjectivity, fail to strengthen communication and collaboration with third-party agencies, and insufficient participation in the census work. Some coal mines did not carry out census work in accordance with the requirements of the "Guiding Guide for the Survey and Control of Concealed Disaster-causing Factors in Coal Mines in Guizhou Province", combined with coal mine production and construction and mining continuation plans in the next five years, and separated from the requirements of the document.

At the same time, the Guizhou Bureau also found that some coal mines did not draw mining project plans and gas geological maps in strict accordance with the requirements. Some coal mine census reports only used geological exploration reports as the basis for preparation, and did not collect, sort out, analyze and study existing geological supplementary surveys, special geological surveys and other data. The census method mainly focuses on data collection and collation, ground survey and reconnaissance, and the necessary physical work has not been carried out for census, and the physical workload is insufficient.
