Many consumers said that they, their colleagues and friends had encountered a trip to the gym, and tens of thousands of yuan in prepaid fitness card fees were wasted.

In order to promote the healthy development of the fitness industry, the Shanghai City Sports Bureau has drafted the "Implementation Measures for the Supervision of Prepaid Consumer Business Activities in the Sports and Fitness Industry" and is currently publicly soliciting opinions. Many of these contents are closely related to consumers.

比如，经营者应向消费者书面告知预收资金用途和管理方式、经营场所租赁期限等。再比如，经营者不得一次性收取或变相收取消费者超过24个月或者超过60次的预付费。 The total amount of funds received in advance by the operator from the same consumer shall not exceed 20000 yuan等。

《征求意见稿》中，针对经营者的监管，更加严厉。比如，The risk warning standard for the balance of funds received in advance is 200,000 yuan ，超过这一标准，按比例采取专用存款账户管理；且根据实际情况，动态调整预收资金存管比例。

不少从业者在细读了这份《征求意见稿》后表示，虽然条条框框多了，但对整个健身行业的发展，是有利的。
