A man named Liao某某 in Liuzhou, Guangxi, recently faced penalties for refusing to serve in the military.
On a certain date, the National Defense Mobilization Committee of Luzhai County, Liuzhou, Guangxi, issued a "Circular on the Handling of the Case of Liao XX's Refusal to Serve in the Military." The circular states: The individual involved, Liao XX, male, Zhuang ethnicity, a young person from Luzhai Town, Luzhai County, born in a certain year, is an应届graduate from a certain university in the year. In the second half of the year, Liao XX voluntarily registered to enlist on the National Military Service Website and was approved for enlistment on a certain date. After enlisting, Liao XX was assigned to a training unit under the Southern Theater Command of the Air Force. Since a certain date, Liao XX has repeatedly claimed that he does not like military life, finds it difficult to adapt to the military, and cannot tolerate the strict regulations of the military. He has submitted four written applications to the company expressing his unwillingness to serve, and despite repeated education efforts from multiple parties, he still refuses to fulfill his obligations and insists on requesting to be discharged from service. The military discharged him from service on a certain date and returned him according to regulations.
Liao某某's refusal to serve in the military constitutes a serious violation of the "Military Service Law of the People's Republic of China." In accordance with relevant legal provisions, and after deliberation and approval by the local recruitment work leading group, the following disciplinary decisions regarding Liao某某 are made:
1. Include it in the "blacklist" of severely untrustworthy subjects in fulfilling national defense obligations, and implement joint disciplinary measures for untrustworthiness through government departments and social organizations. 2. Cancel its preferential policies for conscripts, and impose a fine of 10,000 yuan (2 times the standard of the 2020 Luzhai County conscript preferential allowance). 3. Indicate "refusal to serve in the military" permanently in the "military service status" column of the public security household registration system and its household register, and prohibit the individual from leaving the country (border) within two years from the date the government notice is issued. 4. Prohibit the individual from being appointed as a civil servant or staff member managed under the "Civil Servant Law of the People's Republic of China," and from being recruited or employed as staff in state-owned enterprises and institutions. 5. Prohibit the individual from applying for further education within two years from the date the government notice is issued, report the relevant situation to their graduation school, cancel their tuition compensation eligibility, and publicly announce the refusal to serve in the military and the disciplinary results within the school. 6. Publicize the refusal to serve in the military and the disciplinary results as a negative example of violating the "Military Service Law" in the county media under the real name, for no less than 100 days, to educate and warn eligible youth.
