4日，学前教育法草案三次审议稿提请十四届全国人大常委会第十二次会议审议。
草案明确了幼儿园教师或者其他工作人员对待儿童的三种情形将受到处罚：
① Corporal punishment or any form of physical punishment against children;**
Discrimination, insult, abuse, and sexual assault against children;
**③ Violation of professional ethics or harm to the physical and mental health of children, resulting in adverse consequences.

以上三种情形由所在的幼儿园或者县级人民政府教育等有关部门，依法视情节给予当事人、幼儿园负责人处分，解除聘用合同或者劳动合同；由县级人民政府教育行政部门禁止其一定期限内直至终身从事学前教育工作或者举办幼儿园；For serious violations, their qualification certificates shall be revoked.
