Twelve people were killed when the Qinhuangdao ship overturned and was an illegally modified "black cruise ship".

According to the briefing of the People's Government of Lulong County, Qinhuangdao, Hebei Province:At about 14:30 on April 13, 2024, a boat rollover occurred in Taolinkou Village, Liujiaying Township, Lulong County, Qinhuangdao City, causing people to fall into the water.

It was learned from the rescue site that as of 7 a.m. on April 14, the search and rescue work had ended. After preliminary verification, 31 people fell into the water in the accident, and all of them have been found. Among them, 19 people were not life-threatening and 12 people had no vital signs.

The vessel involved was an illegally modified "black cruise ship". At about 14:30 on the 13th, in the river downstream of Taolin Reservoir, it rolled over due to windy weather. The people who fell into the water were tourists, most of whom were elderly people, and did not wear life jackets.

According to the Ministry of Emergency Management, after receiving the report, Wang Xiangxi, Minister of the Ministry of Emergency Management, immediately made arrangements, requiring that all efforts be made to search and rescue the missing persons, minimize casualties, and properly carry out after-treatment and accident investigation. Ministry leaders Song Yuanming and Peng Xiaoguo dispatched each other to understand the situation, and connected video to guide the rescue and disposal. They required that the number of people be verified as soon as possible, the reasons be ascertained, and the rescue safety be ensured. Song Yuanming led a working group to rush to the scene of the accident to guide the on-site rescue and disposal work.

After the accident, local emergency, fire, water, health, public security and other departments immediately rushed to the scene to carry out search and rescue, medical treatment and other work. The fire rescue team dispatched 31 fire engines, 144 commanders and fighters, 4 assault boats, and 13 rubber boats to the scene for rescue.
