According to public information, Zhu Xueliang was born in October 1962 in Suzhou, Anhui Province. He graduated from the Department of Mathematics of Anhui Normal University with a bachelor of science and a postgraduate degree. He majored in law at the Party School of the Provincial Party Committee. He joined the Communist Party of China in December 1992 and joined the work in July 1984.
Zhu Xueliang worked in his hometown of Suzhou in his early years. Since then, he has successively served as deputy secretary of the county party committee of Xiao County, county magistrate, and county party secretary of Dangshan County. In September 2015, he was appointed member of the Standing Committee of the Huainan Municipal Party Committee and Director of the Organization Department.
In June 2015, Zhu Xueliang was awarded the title of "National Outstanding County Party Secretary". In 2019, he made a public appearance as the director of the Political Department of the Political and Legal Committee of the Anhui Provincial Party Committee.
