当地时间2024年7月25日，中国、俄罗斯、老挝在万象举行三方外长会晤。老挝副总理兼外长沙伦赛主持，中共中央政治局委员、外交部长王毅，俄罗斯外长拉夫罗夫共同出席。 王毅表示，当前，百年变局加速演进，世界进入新的动荡变革期，国际体系正在经历深刻调整，全球经济复苏艰难。霸权主义、单边主义、保护主义沉渣泛起，“小院高墙”“脱钩断链”逆流涌动。地区冲突延宕不靖，不稳定、不确定、难预料因素在全球弥漫。与此同时，和平、发展、合作、共赢的时代主题仍然是国际社会民心所向，世界多极化、经济全球化、国际关系民主化仍然是当今世界大势所趋。“全球南方”正在发展壮大，新兴力量崛起势不可挡。加强区域合作、促进融合发展、践行多边主义是各国的共同愿望，构建人类命运共同体展现更光明前景。 王毅强调，中俄老三国是亚太地区新兴经济体和促进地区和平发展的建设性力量，已分别担任上海合作组织、金砖国家和东盟轮值主席国。三方加强合作，不仅有利于维护共同利益，也将传递亚太国家团结合作，共促地区稳定繁荣、携手应对风险挑战的明确信息。中方高度评价老挝担任东盟主席国工作，愿同俄方一道，支持以东盟为中心的区域合作架构，支持老挝及东盟各国牢牢把握东亚合作的正确方向。 拉夫罗夫和沙伦赛赞同中方对国际地区形势的判断，表示中俄老真诚相待、彼此支持，对诸多重大问题有着共同立场和看法，三方合作为中俄老人民带来福祉。俄方和老方愿同中方加强沟通协调，巩固政治互信，规划未来合作，形成更大合力，维护三方以及地区国家的共同利益。

The three parties positively evaluated the fruitful results of high-quality cooperation in jointly building the Belt and Road Initiative, and will promote the alignment of the joint construction of the Belt and Road Initiative with the Eurasian Economic Union and the ASEAN regional development strategies, create more cooperation growth points, and inject new momentum into the regional integration process. The three parties spoke highly of the two-way travel between the China-Laos Railway and China-Europe Railway and the opening up of the Russia-Manzhouli-Chengdu-Kunming-Vientiane-Bangkok International Railway Corridor. They will rely on their respective location advantages and resource endowments to promote the "China-Laos Railway + China-Europe Railway" High-quality development, promote the expansion and upgrading of supporting industries, maintain the stability and smoothness of the production and supply chain, and create a closer interconnection partnership. The three parties expressed concern about foreign forces fanning the flames in the Asia-Pacific region and were willing to strengthen coordination and cooperation, promote the cooling down of hot issues, and maintain regional security and stability. The three parties will jointly oppose power politics, resist camp confrontation, practice multilateralism, and defend fairness and justice. The three parties stated that they will strengthen the connection between the Shanghai Cooperation Organization, BRICS cooperation mechanism and the ASEAN cooperation framework and promote regional integration. The Secretary-General of ASEAN and the Secretary-General of SCO are welcome to attend each other's institutional meetings. China and Russia support Laos in becoming a dialogue partner of the SCO and participating in BRICS mechanism activities.
