继春节档之后，这两天，“第二十条”又成了今年全国两会上的一个热词。最高人民法院、最高人民检察院工作报告中，都专门提及了“第二十条”，即正当防卫条款。最高检用正当防卫案例重申“法不能向不法让步”。最高法院报告里的一句“‘第二十条’已被唤醒”，更是冲上热搜。
“第二十条”能被唤醒当然一件好事。但我们不妨想一想，政府部门这些年制定出台了众多政策文件，其中是否还有像“第二十条”这样沉睡已久，甚至被遗忘了的条款？更进一步说，更应该做的是不是从一开始就避免它们陷入沉睡？
