On the 1st, the "Notice on Organizing and Carrying out the" Action to Control the Wind in Thousands of Villages "(hereinafter referred to as the" Notice ") jointly issued by the National Development and Reform Commission, the National Energy Administration, and the Ministry of Agriculture and Rural Affairs was officially announced.

The "Ten Thousand Villages to Harness Wind Power Initiative" outlined in the "Announcement" sets a key goal of developing a batch of local wind power projects in counties (cities, districts, and banners) with suitable conditions nationwide during the 14th Five-Year Plan period, with villages as the basic unit. In principle, each administrative village will not exceed 20 megawatts. The initiative aims to explore a new model for wind power investment and construction based on "village-enterprise cooperation" and a new mechanism for revenue distribution based on "joint construction and shared benefits", promoting the establishment of a new landscape for wind power development and utilization characterized by "wind power in villages, increased collective income, and tangible benefits for villagers".

China's rural areas have abundant wind energy resources with wide distribution, and carrying out the "Thousands of Towns and Villages Harnessing the Wind" campaign is conducive to creating a new growth pole for wind power development. According to the introduction, if 1,000 villages meeting the conditions are selected for pilot development each year, and calculated at 20,000 kilowatts of installed capacity per village, 20 million kilowatts of wind power installed capacity can be added annually, with an additional investment of approximately 100 billion yuan. In this way, it is not only possible to open up new market space for wind power development, but also better bring into play the role of promoting development, expanding investment, and stabilizing growth.

In order to steadily implement the "Action to Control the Wind in Thousands of Villages", the "Notice" emphasizes that all provinces (autonomous regions and municipalities directly under the Central Government) select qualified administrative villages to pilot projects first and promote them in a timely manner based on the pilot conditions. The "Notice" clarifies the division of responsibilities of all parties. For example, the energy authorities at the provincial level and below will work with the agricultural and rural departments to prepare the "Wind Control Action in Thousands of Villages and Thousands of Villages" plan; power grid companies will cooperate in preparing the plan, strengthen the construction of supporting power grids, and ensure the grid connection of projects; Wind power equipment manufacturing companies will strengthen technological innovation, actively develop wind turbines suitable for rural environments, and provide equipment support.

In terms of policy support, the Notice proposes that grid companies implement safeguarded grid connection of wind power projects under the“Harnessing the Wind in Thousands of Villages and Towns”campaign, primarily based on nearby consumption, and the grid-connected electricity price shall be implemented in accordance with the grid-connected new energy grid-connected electricity price policy. At the same time, it encourages sharing of wind power project revenue through legal means such as land use right equity investment, exploring new models of rural energy cooperation.

The "Notice" also requires that the implementation of the "Action to Control Wind in Thousands of Villages and Thousands of Villages" must reasonably arrange the scale, projects and layout of local and nearby development and utilization of wind power, and build it wherever possible, and pilot projects should be carried out first, without a swarm of bees or a swarm of people; Fully respect farmers 'wishes and effectively protect farmers' interests; and promote the organic integration of wind power development and rural style on the premise of complying with land use and environmental protection policies.
