In order to implement the important speech given by General Secretary Xi Jinping, and earnestly implement the Deployment of "Action Plan for Promoting Large-scale Equipment Updates and Trading-in Old Consumption Products" issued by the State Council, on the morning of April 3rd, the Party Secretary and Director of the National Development and Reform Commission, Zheng Zaigie, presided over and convened a meeting on promoting large-scale equipment updates and trading-in old consumption products, coordinating and promoting recent work.

The meeting pointed out that promoting the large-scale update of equipment and the trade-in of consumer products is a major deployment made by the CPC Central Committee and the State Council with a view to the overall situation of high-quality development. We must earnestly study and understand the spirit of the Fourth Meeting of the Central Financial and Economic Affairs Commission, implement the requirements of the State Council Executive Meeting and the State Council Video Conference, play a good combination of policies, and make a good start in promoting equipment update, trade-in of consumer products, recycling, and upgrading of standards.

The meeting stressed that specific goals and tasks in all fields should be further refined and made concrete, that classified measures should be taken and the work be advanced in good order, and that we should strive to achieve breakthroughs in key areas and key links. We should do a good job in recycling, strengthening the whole chain of scrapping, recycling, remanufacturing, and resource utilization of products and equipment, and promoting the formation of a closed loop of large-scale equipment updates and replacement of old consumer goods with new. We should strengthen the support of central investment and other funds, improve and implement tax incentives, optimize financial support, and ensure the implementation of all key tasks.

The meeting demands strengthening overall coordination, collaborative efforts from all departments, and ensuring resolute implementation with the spirit of "driving nails". It is necessary to enhance supervision and management, scientific and technological innovation, and factor guarantee, to fully mobilize local enthusiasm, leverage the role of leading enterprises and platform enterprises, boost investment and consumption vitality, and promote the effective implementation of large-scale equipment updates and trade-ins of consumer products.
